    In many ways, Volkov's "merit" is that the republic began to be treated as a kind of bearish corner, where nothing is happening either in the economy or in social development... But this is by no means a poor region, due to its potential it could well take its place among the leading regions.

    But what is especially important, in this relatively prosperous period, there was no renewal or rejuvenation of the local political elite.
