On November 3, after the elections held in the LPR, Plotnitsky was elected to the post of Head of the Luhansk People's Republic. Of course, Ukraine, the EU, the US and UN Secretary General Ban Ki-moon did not recognize these elections.

The first decree as head of the LPR was on the provision of financial assistance orphans whose parents died as a result of hostilities in the territory of the republic.

After winning the elections in November 2014, Igor Plotnitsky wrote Petro Poroshenko open letter, in which he called on him to "come together in a fair duel."

“Let's, following the example of the ancient Slavic leaders and the glorious Cossack atamans, come together in a duel. Whoever wins dictates his conditions to the opposite side. I am announcing them right now: the immediate cessation of any hostilities, the withdrawal of all legal, semi-legal, para-legal and illegal armed formations of Ukraine outside the administrative borders of the Luhansk and Donetsk regions; the early start of negotiations on the conclusion of a peace treaty between Ukraine and the Lugansk People's Republic, as well as the Donetsk People's Republic," cited Plotnitsky's letter in the news.

February 12, 2015 Igor Plotnitsky and the head of the DPR Alexander Zakharchenko signed document "Minsk-2", agreed by the "Norman Four".

A little later, at a briefing, the head of the LPR, Igor Plotnitsky declared that if the Kyiv authorities carry out the reforms that are outlined in the Minsk agreements, then the Luhansk People's Republic may return to Ukraine. “Will we be part of Ukraine? It all depends on what kind of Ukraine will be. The one that is now - no, we will not be in the same composition with such a Ukraine. Let's see how it all ends, ”the media quoted Plotnitsky as saying.

Carpenter expressed confidence that in 2017 an end will be put to the military conflict between the republics of Donbass and Ukraine.

Assassination attempt on Igor Plotnitsky

Like other leaders of the republics of Donbass, Igor Plotnitsky faced attempts on his life. On August 6, 2016, unknown people blew up the car of Igor Venediktovich. Igor Plotnitsky and two people with him were seriously injured and were urgently taken to the traumatology department of the Luhansk regional hospital.

The leader of the LPR addressed the population of the republic, in which he assured fellow citizens that nothing threatened his life, and that he would soon return to work, and also laid a responsibility for an attempt on the Ukrainian authorities, behind which, according to him, are the Americans. August 7 Igor Plotnitsky was discharged from the regional hospital.

At the General Prosecutor's Office of the LPR assumed that the attempt on the leader of the republic could be committed by Ukrainian saboteurs, and what happened was qualified as a terrorist attack. In turn, the official Kyiv claims about his non-involvement in the assassination attempt on Plotnitsky.

Persecution of Igor Plotnitsky in Ukraine

On October 30, 2014, the Prosecutor General's Office of Ukraine accused Igor Plotnitsky and a citizen of the Russian Federation Alexandra Popova in the abduction of a Ukrainian pilot Hope Savchenko. According to Investigative Committee Russia, Savchenko crossed the Russian-Ukrainian border on her own under the guise of an undocumented refugee and was detained on the territory of the Russian Federation in accordance with Russian law, as a suspect in a criminal case of the murder of Russian journalists. On December 7, 2015, the Pechersk District Court of Kyiv allowed the Security Service of Ukraine to start a special (absentia) investigation against Igor Plotnitsky. The head of the LPR is suspected of committing crimes under Part 3 of Art. 146 (illegal deprivation of liberty or kidnapping), part 2 of Art. 258 (terrorist activity), part 3 of Art. 332 (illegal movement of persons across the border) of the Criminal Code of Ukraine. On March 22, 2016, the Security Service of Ukraine completed an absentee pre-trial investigation of criminal proceedings on suspicion of Igor Plotnitsky in committing these crimes.

Igor Plotnitsky and Alexander Zakharchenko are on the list of persons subject to the US Presidential Decree Barack Obama on sanctions against Russia.

Accusations and criticism of Igor Plotnitsky

In the LPR itself, Igor Plotnitsky had many opponents, and now his critics tend to blame the head of the republic for the deaths of a number of prominent militia commanders. Igor Plotnitsky is criticized by representatives of the Lugansk Cossacks.

May 23, 2015 one of the most authoritative leaders of the Luhansk People's Republic Alexei Mozgovoy died as a result of sabotage on the Perevalsk-Lugansk highway. Igor Plotnitsky, commenting on the murder of Alexei Mozgovoy, said that what happened could be beneficial to Kyiv.

December 12, 2015 during a trip to his own wedding at the Palace of Culture. Gorky (Pervomaisk) Pavel Dremov died from a car bomb explosion. Head of the LPR Igor Plotnitsky commented this news, calling the murdered leader of the Cossacks Pavel Dremov "a good commander, indeed, a respected person among the Cossacks."
