Sergey Neverov was born on December 21, 1961 in the city of Tashtagol, Kemerovo region. Mom worked at an enrichment plant, father was a miner.

It was with the support of his comrades, with whom he worked underground, that Neverov was nominated as a candidate in a single-mandate constituency, and then was elected a deputy of the State Duma, where he worked as part of the Commission on the problems of resolving labor disputes and conflicts at enterprises, and was also deputy chairman of the Duma Committee on labor and social policy.

After school, he became a student at the mining and metallurgical technical school in Tashtagol, from which he graduated in 1981 with a mining electromechanical diploma in his hands.

In the same year, the young man was drafted into the army. He happened to serve in Novosibirsk. Upon returning to civilian life, Neverov did not remain in his native Tashtagol, moving to Novokuznetsk. It was here that the career of the future vice-speaker started. The first place of work was the Esaulskaya mine, where Sergei worked as an underground electrician. In parallel, he studied at the "evening" of the Siberian Metallurgical Institute, mastering the specialty as a mining engineer. Neverov graduated from this educational institution in 1989, and much later, in 2000, received another diploma - this time as a lawyer, becoming a graduate of the Academy of Labor and Social Relations.

Public activity of the future politician

Already in his youth, the future famous politician was distinguished by an active civil position, as evidenced by his stormy social activities in Novokuznetsk. The end of the eighties was marked for the last years of the Soviet Union by massive strikes of miners. They also went on strike in Kuzbass. And Sergei Neverov took an active part in this.

In 1991, together with his associates, he oversaw the process of corporatization of the Esaulskaya mine, developing the foundations of a collective agreement and dealing with issues related to labor protection. Around the same time, he was elected head of the region's united trade unions. He also replaced the chairman of the presidium of the Kuzbass coal trade unions and the head of the independent trade union of workers of the coal industry in Russia. Sergey Ivanovich performed this work on a voluntary basis.

According to him, in 1995, together with the miners of Kuzbass, during the next strike, he knocked with his helmet on the Gorbaty bridge in Moscow.

Neverov is a politician

Such an active social activity indicated that Neverov wanted to influence the life of the country and participate in its governance. He had a direct road to the State Duma of the Russian Federation.

From 1989 to 1998 Sergei Neverov was the chairman of the trade union committee of the Esaulskaya mine.

In 2007, relations between Sergei Neverov and the governor of the Kemerovo region, Aman Tuleyev, worsened: the governor accused Neverov of weak work for the benefit of his electoral region. As a result of the conflict, Neverov was not included in the party's electoral list for the Kemerovo region, and was nominated by United Russia on the list from the Altai Territory.

At the end of November 2012, the editor-in-chief of The New Times magazine, Evgenia Albats, sent a request to the Duma Commission for Control over the Deputies' Incomes to check the declaration of Sergei Neverov. Albats questioned the reliability of the income information provided by Neverov and suggested that he allegedly did not declare several sites in 2013.

The vice-speaker himself explained that at the end of 2012 he acquired two plots in the dacha non-profit partnership "Sosny" with a total area of ​​more than 3000 sq. m. He indicated them in the declaration at the end of 2012, although he had the right not to do so, since the ownership of them was registered already in 2013. However, there were also miners' speeches in 1998 - then Nemtsov actually held the post of deputy prime minister (in 1995 he was the governor of the Nizhny Novgorod region) and was actively involved in the problems of miners. That year, miners organized a months-long protest in Moscow (then they demanded not only to pay off wage arrears, but also to dismiss Russian President Boris Yeltsin). Both Oksana Dmitrieva and Ryzhkov then actually occupied the posts listed by Neverov, however, taking into account the date mentioned by Neverov and the one-day strike, it is not possible to establish the events of what time the trade union activist actually had in mind. - Ed.

In March 2010, for consideration by the Council of People's Deputies of the Kemerovo Region, Medvedev introduced Tuleyev's candidacy, and in the same month the deputies approved the current governor as the head of the region.

From the spring of 2007 to December 2008, Neverov headed the Siberian Interregional Coordination Council of the United Russia party, thereby becoming the coordinator of the actions of the regional branches of the party during the next Duma election campaign. He left this post when he was elected Deputy Secretary of the Presidium of the General Council of United Russia for Regional Policy and Party Building.

In October 2010, it was announced that Neverov was appointed to the post of Secretary of the General Council of United Russia instead of the promoted Vyacheslav Volodin (by decree of the President of Russia, he was appointed Deputy Prime Minister, Chief of Staff of the Government of the Russian Federation). However, later Neverov appeared in the press and in official sources as the acting (acting) secretary of the general council.

Sergei Neverov was born on December 21, 1961 in the city of Tashtagol, Kemerovo Region. From 1981 he served in the army for two years. In 1983 he graduated from the Tashtagol Mining and Metallurgical College, and in 1989 he graduated with honors from the Siberian Metallurgical Institute, now the Siberian State Industrial University, specializing in mining engineer.

From 1983 to 1989, Neverov worked as an underground electrical fitter, a site mechanic at the Esaulskaya mine "in Novokuznetsk, and from 1989 to 1998 he was the chairman of the trade union committee of the same mine.

In 2001, Sergei Neverov ran for the post of governor of the Kemerovo region, accepting the offer of the current governor, Aman Tuleyev, to become his understudy.
