Andrey Turchak's activities as governor of the Pskov region

Assessments of A. A. Turchak's activities as governor are ambiguous. He himself, in an interview with Rossiyskaya Gazeta, says that the region is actively developing and he was even able to raise teachers' salaries to 14 thousand rubles, while the average salary of officials was about 10 thousand rubles. Some media outlets indicated that this Turchak's statement sharply contradicts the official data of Rosstat, according to which the average salary of educators in May 2010 was 10776.9 rubles, while the average salary of government employees was 18420.7 rubles.

Also raises questions about the use of Turchak regional budget funds, which in 2010 had a deficit of about 2 billion rubles. In particular, 1.9 million rubles were allocated for the study "Improving the sectoral system of remuneration of workers in the public sector of the Pskov region."

In 2010, more than 20 million rubles were spent from the regional budget to form a positive image of the region in the federal media. In particular, the company "Tsarskoye Selo Carnival" (St. Petersburg) received 484 thousand rubles only for the development of a draft concept for a PR campaign for the "All-Russian Maslenitsa" event. State Duma deputy from the Communist Party of the Russian Federation Vladimir Nikitin appealed to the General Prosecutor's Office with a request to check the legality of the costs incurred.
In July 2010, Nikolai Rimsky-Korsakov's opera "The Woman of Pskov" was staged in the Pskov Kremlin with the participation of artists from the Bolshoi Theater and the Mariinsky. For these purposes, more than 30 million rubles were spent from the regional budget. The opera was seen by only about 4 thousand people sitting in the stands, there was no television broadcast.

Currently, the regional authorities have announced a competition with a starting amount of 9.4 million rubles to conduct a study on the topic "Development of proposals for draft documents necessary to include the most promising regional investment projects in tourism in the draft federal target program" Development of domestic and inbound tourism in RF (2011-2016) ""
Name A. A. Turchak thundered throughout the country in connection with the beating of journalist Oleg Kashin, who made offensive statements against Turchak in August 2010.
19 February 2013 Governor Turchak suspended all procedures for the adoption of orphans from social institutions in the region (for both Russians and foreigners) in connection with the death in the United States of a baby from a local orphanage.

Family of Andrey Turchak

Wife, Kira Turchak, heads the board of directors of MC "Leninets", sits on the boards of directors of a number of other companies, is the general director of OJSC "Labyrinth" (manages the Obuhoff hotel). Kira Turchak, with an income of 21.08 million rubles in 2010, is one of the ten richest wives of governors.

Judo, "Young Guard", the punched head of a journalist - what do you remember about Andrei Turchak?

In mid-October, Russian President Vladimir Putin dismissed the governor of the Pskov region, Andrei Turchak. All this happened during the "fall of the governor", when in less than a month the leaders of the regions were replaced in ten regions of Russia. Turchak's dismissal was the eleventh. However, for the official, this dismissal is more a promotion than an expression of mistrust on the part of Moscow: he was immediately appointed to the post of head of United Russia in the State Duma. Katerina Karaseva, Sofya Savina and Mikhail Shubin talk about the biography and scandals with which the former governor of the Pskov region is associated.

Connections for a good start

The success story of Andrei Turchak is inseparable from the career of his father Anatoly Turchak. According to the St. Petersburg historian Lev Lurie, the first acquaintance of Turchak, the senior and future president of Russia, took place at the Trubostroitel St. Petersburg judo club, where they trained with the Rotenberg brothers under the same coach, Anatoly Rakhlin.

Anatoly Turchak is seven years older than Vladimir Putin. Accordingly, they were engaged in different groups and, probably, fought in different weight categories. We cannot say that their friendship was born there. One thing is clear: belonging to the judo club, which has given birth to so many high-ranking persons, cannot be ignored.

Anatoly Turchak, Vladimir Putin and Anatoly Sobchak

According to the official biography, Turchak Sr. started at the Leninets plant as a simple mechanic. After 25 years, he became the general director of the association, and since 1992 he has been the head of OJSC Holding Company Leninets.

In the mid-1990s, Turchak Sr. worked closely with Putin in St. Petersburg. In particular, he was Putin's deputy when he headed the headquarters of the Our Home is Russia party during the 1995 State Duma elections. After Putin moved to Moscow in 1997, Anatoly Turchak became the head of the party's branch in St. Petersburg.

Later, Turchak's career was also developing successfully: by 2016, according to Delovoy Petersburg, he took 85th place in the ranking of St. Petersburg billionaires. The main asset of Anatoly Turchak is still the Leninets holding company. It is engaged in the development and production of airborne radio-electronic systems, navigation radio-electronic equipment and precision weapon guidance systems.

Anatoly Turchak also instilled a passion for judo in his son Andrei, who, at the age of 16, became a coach of the children's youth sports school of the Olympic reserve. When his son turned 20, Turchak Sr. decided that it was time to introduce him to the family business and appointed Andrei as a manager in a subsidiary of Leninets. At 25, Turchak already became director for restructuring, and then director for corporate policy at the Leninets holding company. At 28, Andrei Turchak is vice president of the Leninets HC.

"Young guard"

A year after his appointment, in 2004, Turchak Jr. was awarded the prize as the best young businessman in St. Petersburg. He gives several interviews, and supposedly after that he is noticed and invited to the United Russia apparatus.

“They said that the party is forming a youth movement and they need managers who have achieved something in life, taking into account the Petersburg roots, of course,” Turchak said.

The youth movement turned out to be the "Young Guard of United Russia" (MGER). In 2005 it was officially registered. Among others, MHER was headed by Turchak and his partner in Leninets, Alexander Gorbunov. Two years later, Turchak was elected chairman of the coordinating council of the youth organization.

Young Guards often made up the main crowd at all kinds of city events in favor of the candidates that United Russia needed. It was believed that MGER is a personnel reserve for the "adult" "United Russia". The organization became known as a “youth advocacy tool” and opposition to opposition.

In early spring 2007, a social elevator brought Turchak to the next floor of the Tower of Babel in the Russian system of government. At the age of 31 he was elected a deputy of the Pskov Regional Assembly from the United Russia party. For the next two years, he combined this post with membership in the Federation Council. In February 2009, President Dmitry Medvedev appointed Turchak as governor of the Pskov region. He was assigned to one of the poorest and most oppositional regions of the country. At that time, Turchak was 33 years old.

LiveJournal post and journalist Kashin

The young governor was displeased at that time by the journalist of the newspaper "Kommersant" Oleg Kashin. The conflict came out not even because of a high-profile article or investigation, but because of the comments in Live Journal.

Kashin wrote a post dedicated to the resignation of the head of the Kaliningrad region Georgy Boos. An unknown person wrote in the comments that Boos “was decisively not ready for compromises. the result is logical. "

On August 16, 2010, Kashin responded by suggesting comparing Boos with any governor: "Listen, you demonize him completely, compare with any governor, not even Ramzan or Tuleyev, or any fucking Turchak - is this Boos uncompromising?"

Many people were surprised by the reaction of Turchak. The head of the region joined the comments and wrote extremely harshly: “You have 24 hours to apologize. You can do it here or in a separate post. "

To this Kashin replied: “I believe that your appointment inflicted an insult to federalism, common sense and other things of the same order. I believe that kinship with a friend of Putin is not a sufficient reason to lead the region. I am sure that in any free elections in any region you would not have won even five percent. At the same time, I have nothing personal against you. Do you think I should apologize? What if I don’t apologize? ”

Turchak said nothing to him, and Kashin did not apologize. Later, the governor of the Pskov region deleted his comment.

A little less than three months later, on November 6, 2010, Oleg Kashin was attacked. A little after midnight, in the courtyard of his own house on Pyatnitskaya Street, a man approached him with a bouquet of flowers. Kashin turned to him, and at the same moment another man attacked him from behind. The attackers beat the journalist for several minutes with an iron bar. Kashin groaned in pain, his cries were heard by a neighbor from the first floor. It was he who frightened off two men who fled in a car. The criminals broke both jaws of the journalist, shin, tore off the phalanx of his finger. Doctors also diagnosed Kashin with a concussion.

The investigation of the case is still ongoing. Initially, Kashin said that he considered the version of Turchak's revenge possible, but unlikely. The journalist had no doubts that the attack was due to his work activities, and even suspected Vasily Yakimenko, the leader of another pro-Kremlin movement, Nashi, of ordering. He later apologized to him.

In 2015, Kashin announced that his case had been solved. The names of the attackers are Danila Veselov and Vyacheslav Borisov. The first was the head of security at the St. Petersburg mechanical plant, which is part of the Leninets holding, the second was a security guard of the same enterprise. Another security guard of the mechanical plant, Mikhail Kavtaskin, was driving the car. They testified that the attack had been ordered by Turchak's associate, the manager of the Leninets holding, Alexander Gorbunov. For this he paid 3.3 million rubles to the three perpetrators of the crime.

According to the investigation, the motive for the crime was indeed the conflict with the governor Turchak. However, the latter was not blamed for the attack. Kashin considered it obvious that the attack had been ordered by the governor. “This is understandable, this is a provocation,” Turchak said at the time. The governor invited the journalist to Pskov to talk "looking in the eyes" and to show that the region has changed in five years. Kashin did not go.

The perpetrators of the Kashin case have not yet been punished. The trial is ongoing. Another "branch" has been formed in the case - the abduction of Gorbunov is being investigated. In 2014, according to the investigation, it was done by his former subordinate Alexander Meshkov, who is now on the wanted list.

The abduction was disguised as a special operation of the security forces. Gorbunov was kidnapped, taken to the Leningrad region, where he was held for several days. According to the materials of the case, the attackers tried to obtain compromising data from the prisoner under video recording. In particular, according to preliminary data, the kidnappers wanted to get him to confess in organizing the attempt on the life of journalist Oleg Kashin, asked about Gorbunov's business and about his acquaintance, the governor of the Pskov region, Andrei Turchak. The alleged participants in the abduction are the same Danila Veselov and Mikhail Kavtaskin. Turchak does not figure in this case either.

A family

The ex-governor has four children: Anatoly (born in 1997), Olga (born in 1998), Philip (born in 2009) and Sofia (probably born in 2001-2003). Two organizations are registered for the son of the ex-governor - Anatoly Andreevich Turchak. He is the General Director of the Volna St. Petersburg Combat Sports Club. In addition, an individual entrepreneur with the same name is registered in the Northern capital. He specializes in vending machines and 20 other activities.

Andrey Turchak has an older brother, Boris, who holds the post of general director of JSC Leninets-holding. Most of the state contracts of the company were concluded with the Federal State Unitary Enterprise "Trading House" Kremlin "by the Administrative Department of the President of the Russian Federation. From her "Kremlin" rents a building in St. Petersburg. In December 2016, such a contract cost 2.4 million rubles, and in February 2017, another 3.1 million rubles. Another company - "Rits-info", controlled by Boris Turchak, concludes contracts with "Kremlin" for the supply of Internet and communications. Boris Turchak owns eight more companies in St. Petersburg.

The wife of the ex-governor, Kira Turchak, has stakes in several companies: OJSC Labyrinth, LLC Aeroinvest Plus, LLC AK-invest, LLC Volna-TK and LLC InvestService. She is also the founder of the Great Future Charitable Foundation. None of the companies have government contracts.

Andrei Turchak is only part of the family that calls the tune and beatings of journalists

Turchak's father is still a shareholder of OJSC "Leninets" -holding. In addition, he owns 17% of JSC Radioavionika. The company is successful in the state order: from 2011 to 2017, it entered into state contracts for a total of 437 million rubles. Among the largest customers are the Ministry of Defense, as well as JSC Russian Railways.

Another of his enterprises, the Central Scientific and Production Association Leninets, over the history of its existence, has concluded government contracts worth 350 million rubles.

Anatoly Turchak also owns a share in Zavod Radiopribor OJSC. Among his active customers is the Federal Security Service. The largest contract is from the subsidiary company Aviation Complex im. S.V. Ilyushin ". For 167.5 million rubles, 38 Doppler meters for ground speed and drift angle were purchased from Zavod Radiopribor OJSC.

Real estate scandals

In 2013, Alexei Navalny found an undeclared apartment in Nice with Andrei Turchak for € 1.3 million. According to the investigation, Turchak's relatives - brother Boris and father Anatoly Turchak, as well as his wife Kira - registered Villa De Flirey in Nice in November 2008 , who bought an apartment abroad. A month and a half later, information appeared that Turchak had sold the property.

In April 2016, Novaya Gazeta published part of an investigation into the so-called Panama Archives, which concerned offshore Russian officials and alleged friends of Putin. Among others, the publication included the then governor of the Pskov region, Andrei Turchak.

The journalists found out that the wife of the head of the region, Kira Turchak, from 2008 to May 2015, was the sole shareholder of the offshore company Burtford Unicorp Inc., registered in the British Virgin Islands. This is a violation of the law, since Russian officials and their family members have been prohibited from owning foreign financial assets and instruments since May 2013.

Probably, the real number of apartments and houses that belong to Turchak is not known. Photo - kremlin.ru

As Turchak told Novaya Gazeta, the company was created to finance a mortgage transaction for the purchase of an apartment in 2008 in France. According to him, Burtford Unicorp Inc. has never conducted business and financial activities in Russia and was officially closed on March 7, 2014.

“All the necessary formalities, as far as I know, were observed immediately after the 79th law came into force. Probably, the design itself takes some time. I didn’t ask this question, ”Turchak said, answering a question about why his wife owned a company registered in an offshore, despite the fact that it is prohibited by law since 2013.

The wives of politicians in our country, as a rule, are not public figures. The concept of "first lady" is nothing more than a journalistic cliché. The presence of family and children is usually followed by a short line at the end of a politician's curriculum vitae. At the same time, nothing complements a person like his other half. It is not surprising that people are always interested in who they are - loving wives, fighting friends, loyal comrades-in-arms, keepers of the hearth of statesmen.

The wife of the Pskov governor, Kira Turchak, is no exception for the region's residents. All that is known about her is that she not only runs a large company, but also brings up four children. The Pskov News Feed was able to find out who she is, Kira Turchak, as well as how she met the man of her dreams, whether it is easy to be the wife of the Pskov governor. What she dreams of, what she loves, what she is worried about, how she brings up her children and protects the family traditions of Kira Turchak - in an exclusive interview with PLN.

- Kira Evgenievna, what is the fate in our area?

- Andrei and I were at the Pechersky Monastery at the feast of the Dormition of the Theotokos. As always, after visiting this holy place, you are greatly impressed. Especially on a holiday, when hundreds of people gather for the Religious Procession. And this time the feeling of special solemnity was facilitated by the weather. The bright sun gave way to thunderclouds, then a real mushroom rain rolled.

- How often do you visit the Pskov land?

- I try to visit as often as possible. I definitely come on holidays, especially on such as May 9, Epiphany. In the summer we spend a month with the whole family in the Gdovsky district, where we have a house. This has been our tradition for many years. Three generations of our family gather there.

- Let's talk about the family. How did you meet Andrei Turchak?

- We met at the Cosmonaut club, where we both went to trainings in judo. I was 12 years old, Andrey - 13. He stood out very much, despite the fact that he was modest, a little shy, never protruded. Even when he stood up for the girls, he did it not defiantly, without showing off. Will press the offender against the wall, and the girl has already fled. Laconic, never filled with a nightingale. He fought best of all, better than the other three dozen teenagers. He took first places, became a master of sports at the age of 16. He always achieves everything himself, by his own efforts, both in sports and in work.

- Did you do judo together?

- Even before judo, I had a very busy sports schedule. I was engaged in diving, then synchronized swimming. Training in the morning, second shift in the afternoon, training again in the evening. It was then that judo was cultivated in a girl's environment - so that girls could fend for themselves. I left synchronized swimming and went to the judo section. During one of the first trainings, I saw Andrey.

- And what were your first impressions?

- I wanted to marry him!

- Is that so, love at first sight?

- Yes! I saw him and fell in love. She began to dream about him, filled up all the rulers, all the notebooks. I imagined how we walk, go to the cinema, how I marry him and give birth to children from him ... In general, I tried in every possible way to attract his attention. But he was so serious, he went in for sports, and he was not up to the nonsense called "love." I wrote him notes! Poems in which she asked if he liked me.

- Really all this remained without a response?

- Well, after a while he replied: "Yes, I like you, but it takes time to understand yourself, to comprehend everything and make the right decision."

- That is, he was already a serious adult.

- Yes ( laughs). This is the note he sent me! By the way, I still keep it. He amazed me that he speaks little and does a lot. He is very charming. Open soul, big heart. He knows how to empathize. Perhaps I did not formulate all this so clearly then, but the general image, energy is read immediately.

- And so since then you have been walking hand in hand through life.

- Not everything turned out so easy. There was love, I was trying to achieve it. We were friends, went to a sports camp in Feodosia. We studied, went in for sports together. Grown up, Andrey courted me. The friendship grew into true romantic love. Then they began to live together. Naturally, both are young. Of course, they rubbed themselves against each other, sometimes they quarreled, trying to prove something to each other.

And then a very significant moment happened in our life, after which it became clear that Andrey is my dear person forever. I got very sick and ended up in the hospital. He was very worried, he was always with me. When he saw me after the operation, I was on a stretcher, pale, exhausted, I was only 18 years old ... And I told him: “Andrei, I don’t know what was done to me, what will happen to me”. He looked at me and said, “I don’t need anyone but you,” and his eyes are full of tears. Then he came to me in the morning and in the evening, looked after me, and walked along the corridor with me, and fed me, whatever he did. And when we all went through this, I realized that there is no person closer, dearer, dearer to me. For him, there is no idea whether a woman looks good or not. You are sick, you sneeze, with a red nose, or vice versa - in all its splendor - he loves equally completely.

- Can you say - behind him, like a stone wall?

- Yes. He is very reliable. This quality extends not only to the family. I do not know of such a case that he behaved dishonestly towards someone. No matter how pompous it sounds, he loves his homeland very much. Everyone chooses their own path in life. The most important thing for him is to do something for people. Hearing words of gratitude, seeing the fruits of his labor, he is fed by this. And he understands that he does not live in vain. This is very important for him, this is the basis of the basics.

- Did you expect your life to turn out this way? That your husband will choose this path?

- I didn't think about anything. I just married a man whom I loved and love. A man is the main one in the family, he must make decisions, develop, and a woman must have flexibility in order to adapt, but at the same time not to lose herself.

- How difficult was it for your family to make a husband's decision to work in Moscow? And why did you stay in Petersburg?

- You know, it was difficult. But to tell him “no, I don’t want, you have to stay here, at home” - I had no right. He is a man, he decided so.

- Why didn't you go after him?

- It is not so easy. If I were alone, I would gird myself and go. At that time, we already had three children - this is a familiar kindergarten, circles. And so to break everything, to rip everyone off and rush after Andrey - it seemed impossible. And here's another thing that is important - in order for people to be together, next to them, they do not need to sit like glued to them all the time. This is complete nonsense. People can be at a distance - but together. Or they can live under one roof and be strangers to each other. Of course, when Andrey left, the first year and a half was very difficult ...

- Were you worried?

- Of course! Only the lazy one didn’t tell me that this is Moscow, there are such hunters for suitors, entangling men in an instant ... And all the same, I trusted him. And he did everything to reduce my worries to nothing.

- As far as I know, you have Pskov roots.

- Yes, since childhood I came to Plyussa to see my grandparents. And when our older children were born, they had a year and a half difference, we brought them to Plyussa in the summer, and we ourselves came for the weekend. Then, after all, about 15 years ago, Andrei's mother had a house here, in the Gdovsky district, and she often comes here, she fell in love with this place, every summer she is here.

- That is, you had a good idea of what the Pskov region was, but you never thought that the region would become a place of work for your husband.

- Of course not. I was kind of shocked. I'll explain. I just gave birth to my fourth child. And I really wanted Andrey to be there. What was needed was just moral support. Four children, it was not easy to cope with one, I wanted support ... It was a difficult period. But not for long. Of course, I accepted, understood.

- But at the same time, the question of moving the whole family to Pskov was not for you?

- No. You see ... Here, for example, we move, the children go to school. Everyone in the school says, "This is the son or daughter of the governor." This is a very difficult test for children. What for? Our children are very socialized. They don't even think about who their mom and dad are.

- Do you have any favorite places in Pskov?

- I really like Pskov. It is so unusual, it has its own aura, its own atmosphere. I feel good in the Pushkin Hills. Here, in principle, the climate is much better, it is drier and sunnier than in St. Petersburg. And here there is a very beautiful nature.

- As far as I know, your eldest son finished school and entered to the same institute that you graduated with husband.

- Yes, the Institute of Aviation Instrumentation.

- The choice for a man is logical, but for a woman it is rather strange.

- After school, I entered the Academy of Culture and Arts at the Faculty of Management. By the third year we already had two children, and it was getting harder and harder to study full-time. At night you are with children, in the afternoon after couples - again with children, and so around the clock, you sleep on the go. Therefore, I transferred to St. Petersburg State University of Aerospace Instrumentation (State University of Aerospace Instrumentation) at the correspondence department of the same faculty. I received my second education at the Faculty of Psychology of St. Petersburg State University. I have always been interested in psychology, and I wanted to understand how to raise children correctly - this is the main motive for choosing this specialty.

- Kira, tell me, is Andrei Turchak like a father - strict or forgiving everything?

- In our youth, we were strict parents. With age, we become softer, more tolerant. Andrey is a loving father and a true friend to children. On weekends he is only with us.

- Children can call and say: "Dad, leave your conversations with Putin, I urgently need to solve an example"?

- No. They can't do that. Of course, there was a period when they were very bored, worried that he was not there. In families, it often happens that dad is seen less often than mom.

- What do I mean - is dad just some kind of authority or a close relative?

- Of course, this is a loving and beloved dad. There is no pressure in the family. There is no such thing that the Pope ordered and everyone fell and obeyed. Our dad is a very thinking person, he knows how to hear and listen. And we have very independent children - that's upbringing. We don't want to decide for them. They always have a choice, they have the right to act independently.

- That is, a theater club or an institute of aircraft instrumentation is a personal choice.

- Yes. It also so happened that the USE points for my son were just ideally enough to go to this university. The eldest daughter was fond of drawing, music, auditioned as a TV presenter in the children's project "Teledeki", interviewed various famous people. After that, she became interested in theater, attended a theater studio. I went to enter Tabakov's studio school in Moscow, went through two rounds, but then decided to stay in St. Petersburg, chose SPbGATI (Academy of Theater Arts). After 9 grades I entered this institute as a student, and exams for grades 10-11 will be taken as an external student.

- Are there any hobbies that unite your husband and children? What shapes communication.

- Andrey finds time to share the hobbies of all our children. Put all the kids on downhill skiing. With the eldest son, they like to play the ball and discuss football matches. Andrei shares Olgino's passion for theater and, whenever possible, attends all of her performances. Sofia is fond of equestrian sports and they often ride together. With Philip, they love to play chess.

- Chess is great, but what about judo?

- Anatoly, the eldest son, was engaged in judo. At the school founded by Andrey is the only free children's sports school in St. Petersburg, which exists on his own funds. Of course, dad attended all his competitions, was desperately rooting for him. The son then left the sport. And this, again, was his choice, which we accepted.

- More to the question of choice. Andrei Turchak is a deeply religious person, and he never hid it. Do you bring up children in the same spirit?

- We do not impose anything on children. They see Dad's example, in Pushkin Hills we always communicate with Father Vasily. My mother used to bring children to the temple for the sacrament when they were little. We offer, show, and then - your choice. But no imposition.

- You hold a high position in the Leninets company, you have a large scope of work. You regularly find yourself in the top ten richest wives of governors, and it is quite logical that a stereotype has developed: Kira Turchak is a socialite and businesswoman. Tell us a little about your professional activities.

- I am engaged in management activities. I can't call myself a businesswoman. I communicate with people. Both of my educations help me in my professional life. In general, I feel and feel like a psychologist in this life.

- And not a top manager?

- I'm a manager. I have a big team. I am aware of everything that is happening, what are the tasks in the company, what are the goals, what has been done, what did not work out, what we are producing, where we are moving. In the company I work together with Andrey's father and older brother.

- How long have you been in business?

- In 2004 I started to manage a small hotel in St. Petersburg. Three stars, 42 rooms. I have reconstructed this hotel, made it modern. The hotel operates to this day and is very successful. Later she was engaged in commercial real estate.

- Many opponents of the governor accuse him of the fact that members of his family, and in particular you, are doing business on the territory of the Pskov region.

- No. It is not true.

- How do you relax? People see the governor constantly working, but there is also rest. Sports, yacht, kebabs?

- We spend every weekend at our dacha in the Leningrad Region. We walk a lot, ride bicycles in summer, ski in winter. Relaxation in a sporty rhythm is what we came to a few years ago.

- But what about the house in Nice?

- With this Nice - a stupid story that spiteful critics took advantage of. In fact, the house, the photograph of which was shown everywhere, is not our house, but the neighboring one. This is an apartment building, a former school. Nearby there is a two-story extension with three apartments. When Andrey worked in Moscow, in 2008, we bought an apartment in this extension - on my initiative. I then decided that you can come here with children. But very quickly we realized that we would not live there. In general, we decided to sell it. We did not live there a day. Bought, and then realized that they got excited.

- Do you eat more often in restaurants or at home?

- We try to eat right. We prefer to eat at home. My husband is a great cook. On weekends, he can bake duck and cook meat. In the mood, spontaneously - I looked at the same Yulia Vysotskaya, who bakes a chicken in wine. I saw - and decided to do the same quickly. This is such a very family and friendly time. On a grocery trip, he is always accompanied by his youngest, 12-year-old daughter Sophia. She generally really likes to take care of. She can cook dinner, bake muffins and feed everyone.

- And help dad in the kitchen.

- No, no, when Andrei is cooking, he does not let anyone in, he is in the process.

- Tell me, does your husband share his business problems with you?

- No. And the point is not that the family is separate, the work is separate. He never complains at all and will not shift problems onto other people's shoulders. We never talk about work at home.

- And if you read something like that in the media, don't you ask?

- If I am interested in something, I ask a question, to which I always get an answer. We are not talking about work. And it has always been that way.

- As far as I understand, you are not very attracted by the role of the first lady, publicity, the need to accompany your spouse at some ritual receptions.

- Yes you are right. I have no such ambitions at all.

- Right here?

- We rarely go to events in St. Petersburg together. Andrey is so tired that he prefers to stay at home on weekends. And sometimes I go out with my friends. In Pskov, I always accompany my husband to the theater and to significant cultural events, such as the Pskov festival "Crescendo", for example.

- That is, you disagree with the definition of "socialite"?

- No, of course. What a "socialite"! For me, the most important thing is my husband, children, family, home. Calm, peaceful atmosphere at home. Secular life takes a lot of energy, and there is some kind of uselessness in this vanity.

- Children have no such perception when they come to Pskov - "Dad, what are you doing here ?!"

- No, because we respect each other's choices. This is Andrey's choice. He became who he wanted to be. We want our children to be who they want to be. Don't live up to someone's expectations. They should do what makes them happy. And what - it is up to them to decide.

On February 27, 2014, Turchak's five-year term as governor expired; on the same day, President Vladimir Putin appointed him acting governor.

Economy and social sphere

Assessments of Turchak's activities as governor are ambiguous.

One way or another, the head of the region tried to form a positive image of the region. He implemented large investment projects, modernized the heating system almost to the end and built a pig-breeding complex.

Average monthly wages in the region increased from 12,631 rubles. in 2009 up to 17,922 rubles. in January-December 2012. For 2011-2012, there was a decrease in the overall mortality rate by 7% and an increase in the birth rate by 6%. Natural population decline decreased from 16.7 to 11.8 thousand people. These results were achieved due to the implementation of the program “Modernization of healthcare in the Pskov region”, the total amount of funding for which amounted to more than 3 billion rubles.

In an interview with Rossiyskaya Gazeta in 2010, Turchak himself said that the region was actively developing and he was even able to raise teachers' salaries to 14 thousand rubles, while the average salary of officials was about 10 thousand rubles. ... Some media outlets indicated that this statement by Turchak sharply contradicts the official data of Rosstat, according to which the average salary of educators in May 2010 was 10,776.9 rubles, and the average salary of government employees was 18,420.7 rubles.

With the support of the regional administration, several large investment projects were implemented, including the creation of the Moglino industrial park, as part of the creation of the Pskovsky tourist and recreational cluster, hotels and other tourist infrastructure facilities were built, and the Velikie Luki pig-breeding complex was built. The Pskov Region was one of the first in Russia in 2012 to enter into an agreement with OJSC Gazprom Mezhregiongaz to modernize the heat and power complex of the region: within 5 years, by 2016, 94 boiler houses were to be built and modernized in the region; this is one of the largest projects in the thermal power industry.

A number of large agricultural projects were implemented, including the construction of the Velikie Luki pig-breeding complex for 480 thousand heads, with an investment volume of over 14 billion rubles.

In February 2013, in connection with the death of a baby from a local orphanage in the United States, Turchak suspended all procedures for the adoption of orphans from social institutions in the region (for both Russians and foreigners).

In 2015 (as in the previous 2014), according to the RIA rating, the Pskov region was recognized as the poorest region of the Russian Federation.

The culture

In 2010, in Pskov, work was completed to restore the tent of the Pokrovskaya Tower of the Pskov Kremlin. After a wooden tent burned down in a fire in the mid-nineties, it remained roofless for over fifteen years. In 2010, 23 million rubles were allocated from the budget of the Pskov region for the design and construction of the tent.

In July 2010, in the open-air territory of the Pskov Kremlin, the opera "The Woman of Pskov" by Nikolai Rimsky-Korsakov was staged with the participation of artists from the Bolshoi Theater and the Mariinsky. For these purposes, more than 30 million rubles were spent from the regional budget. The performance was seen by about 4 thousand people sitting in the stands; there was no television broadcast.

In 2010, more than 20 million rubles. from the regional budget was spent on the formation of a positive image of the region in the federal media. In particular, the company "Tsarskoye Selo Carnival" (St. Petersburg) received 484 thousand rubles. to develop a draft concept for a PR campaign for the All-Russian Maslenitsa event. State Duma deputy from the Communist Party of the Russian Federation Vladimir Nikitin appealed to the General Prosecutor's Office with a request to check the legality of the costs incurred.

In early October 2017, the press reported that Turchak could head the General Council of the United Russia party. To do this, he needed to resign from the post of governor.

On October 12, 2017, by decree of the President of Russia, he was dismissed from the post of governor of the Pskov region at his own request ahead of schedule. On the same day, the chairman of the United Russia party, Dmitry Medvedev, appointed him acting secretary of the General Council of the party.
