Criminal proceedings

In 1991-1996 Fyodor Provotopov was a member of the Slonovskaya organized criminal group, known under the nickname “Fedya Lysyi” and “Fedya Utyug”.

In 1995, as the head of the Efes-Leader company, he tried to take control of the Central Market of Ryazan, then, after the destruction of the group, he was prosecuted in connection with the sale of a blocking stake in the Kasimov distillery. The criminal was arrested, but later released on bail, and the criminal case against him was closed six months later.

On the night of September 2, 2006, on the Ryazan-Klepiki highway, driving a Mercedes Benz ML 500, Fyodor Provotopov knocked down two teenagers, 14 and 18 years old, who died on the spot. The blame for this accident was taken by the deputy of the Kasimov Regional Duma Sergei Vasin, a friend of the Provotopov. According to the results of the investigation, a criminal case was initiated under Article 264 of the Criminal Code of the Russian Federation ("Violation of traffic rules during the operation of vehicles, resulting in the death of a person by negligence"), and later - under Articles 306 ("Knowingly false denunciation, associated with the artificial creation of evidence of the prosecution" ) and 289 (“Illegal participation in entrepreneurial activity”).

The millions hanging on the accounts of Rinvestbank had to be urgently saved. In such cases, unscrupulous bankers propose to conclude an assignment agreement retroactively, the essence of which is as follows: the client of a failing bank, not wanting to lose money, allegedly redeems someone's property pledged from the bank with it. In other words, someone else's payables. Provotorov might have thought that in this way he saved his assets and now he will receive, if not cash, but at least someone else's collateral, which can be profitably sold or used by himself. However, the Deposit Insurance Agency (DIA) intervened in the case and demanded that the collateral be returned to the bankruptcy estate. Thus, the firms associated with Provotorov will demand their own funds from the collapsed bank on terms common with other clients.

The secret became clear, the chairman of the board of "Rinvestbank" Tkachev is accused under part 1 of article 201 of the Criminal Code (abuse of power) and part 2 of article 195 (illegal actions in bankruptcy).

Over the past eleven years, Fyodor Provotorov literally attracts trouble.

In the fall of 2006, on the Ryazan-Klepiki highway, two teenagers were killed under the wheels of his Mercedes, and thanks to strong lawyers, the case was closed due to the statute of limitations. In the spring of 2012, the governor of the Ryazan region Oleg Kovalev demanded that the oligarch leave the post of head of the municipal formation - the city of Ryazan, had to obey. Now in Kasimov, an anti-provotor campaign is being launched by an ambitious clan of local businessmen Suchkovs, one of whom, Alexander, seems to be seriously aiming at the mayor's chair.

As a reminder, on November 16, 2016, a message was posted on the website of the Russian Ministry of Internal Affairs that police officers in Ryazan discovered a scam related to the theft of Rinvestbank's assets before its liquidation. Former chairman of the bank's board Maxim Tkachev and his deputy Natalia Kosheleva were detained. According to the investigation, the top managers stole 578.6 thousand dollars and 116 thousand euros (45 million rubles) from a financial institution using forged documents. The next day Tkachev was taken into custody as a preventive measure. Kosheleva was soon released.

A high-profile six-year-long criminal case against the former mayor of Ryazan, Fyodor Provotorov, was quietly closed after the statute of limitations had expired. The official managed to avoid responsibility for the death of two teenagers, whom he, according to the investigation, knocked down while driving his Mercedes in the oncoming lane. However, in Ryazan itself, such a final did not surprise anyone. Provotorov has just become chairman of the Kasimov City Duma.

The new chairman of the Kasimov City Duma does not appear at the workplace often. But he controls the situation in the city, even being tens of kilometers away. The authority of Fyodor Ivanovich Provotorov has always been at its best here. And it is no coincidence that the former mayor of Ryazan, a well-known politician and businessman, in Kasimov, decided to continue his career, which was almost interrupted by a six-year-long investigation of a criminal case, which is now officially closed.

"Humanly, of course, as a person who committed a crime, he should have been held accountable in accordance with the law. And the law provides, under the article under which he was charged, up to seven years in prison," says the senior investigator of the Investigation Department. important cases of the Investigative Directorate of the Investigative Committee of the Russian Federation in the Ryazan Region Alexey Zhdantsev.

Their author accidentally happened to be at the scene of an accident on the night of September 2, 2006, when Fyodor Provotorov's Mercedes flew into the oncoming lane and killed two teenagers. At first, his close friend Sergei Vasin took the blame for the accident. According to Vasin, it was he who was driving the Mercedes. But everything was denied by the recording of the telephone conversation.

Fyodor Ivanovich's position turned out to be stronger than the facts. For various reasons, the criminal case was returned for further investigation four times. An official is no stranger to such victories. Fyodor Provotorov, even before entering politics, was involved in several criminal cases. In the 90s, in certain circles, the future mayor was known as "Fedya Lysy". "Elephants" in the 90s were the most powerful gang in the underworld of Ryazan. The former taxi driver, the two-meter giant Vyacheslav Ermolov, nicknamed "The Elephant", began with the usual extortion and racketeering. Over time, he crushed small and large businesses in the region. Those who did not agree to live according to the laws of the "Elephant" were killed.

"Based on statistics, there were years when the number of contract killings approached 50 a year. These are only contract killings," says Sergei Tarasov, police chief of the Russian Ministry of Internal Affairs in Ryazan, in the 90s - an employee of the Organized Crime Control Department Ministry of Internal Affairs of the Ryazan region.

For several years, the "elephants" kept the entire region in fear. Neither an ordinary businessman nor the head of a large enterprise dared to come to the police with a statement of extortion. But even this was not enough for Vyacheslav Ermolov. In the mid-90s, he made it clear that he was not averse to getting involved in politics or sponsoring his people in this field. We started with the area where the elephants' protégés looked like defenders against arbitrariness and corruption.

If you climb up again and demand a tribute from someone, then our deputy will organize, they will simply shoot you, "says Dmitry Plotkin.

Vyacheslav Ermolov failed to implement these plans to the end. Some of the bandits ended up behind bars. Others, including Yermolov himself, went on the run. But someone still managed to cling to power. Fyodor Provotorov, who, according to some information, was involved in economic issues in the group, in 2004 for the first time headed the administration of the city of Kasimov.

“At this time, he immediately developed a vigorous activity in the sale of property. For example, the Rodina cinema, the leisure of youth, was sold for one million two hundred. Criminal biography

In the early and mid-1990s, Provotorov was the crime boss of the notorious Slonovskaya organized criminal group and was known in the criminal community under the nicknames "Fedya Lysyi" and "Iron". In many photos, Provotorov Fyodor Ivanovich is captured together with the leaders of this gang. As part of this organized criminal group, Fedor Ivanovich committed a number of crimes. As a result, in May 2007, criminal cases were initiated against Provotorov under Articles 264, 289 and 306 of the Criminal Code of the Russian Federation.

The investigation into this sensational case lasted several years and was completed only by April 2011. On August 8 of the same year, the prosecutor for the consideration of especially important cases received the case. A year later, on August 20, 2012, the case was sent to court. However, by that time, 6 years had passed since the accident - the statute of limitations for such crimes. Thus, Provotorov again managed to avoid imprisonment.
