Of course, this is probably convenient for an official: state canteens do not have expenses for renting premises or renting fixed assets.

The Korsakov City Court of the Sakhalin Region sentenced the former deputy head of the Federal Agency for Maritime and River Transport of the Russian Federation (Rosmorrechflot) Sergei Gorelik and businessman Valery Sedov to 7 years in prison and 4 years of suspended imprisonment in the case of theft of over 59 million rubles, the press service of the regional prosecutor's office reports. .

In the fall of 2015, the same court sentenced three accomplices who confessed and exposed the organizer of the crime.

And suddenly... Sergei Pavlovich was extremely excited by the message from the head of the Department of Economics and Finance of Rosmorrechflot Eduard Matko that on the accounts of the Federal State Institution "Administration of the Sakhalin Sea Ports" (AMP Sakhalin) as of November 15, 2010 there were balances in the amount of 118 million 604 thousand 098 rubles! That kind of money, and without proper supervision?!

In the first ten days of December 2010, while on a business trip to Vladivostok, Gorelik at the Hyundai hotel met with the captain of the Korsakov seaport, Evgeny Chebakov, who was also the head of AMP Sakhalin, and the general director of the FSUE Sakhalin Emergency and Rescue Basin Management (FSUE " SakhBASU") by Vyacheslav Filippov. Both of these organizations, by the way, are part of the structure of Rosmorrechflot, so Gorelik was the immediate superior of his interlocutors.

Chebakov confirmed that the expected profit of AMP Sakhalin in 2010 is about 120 million rubles and that this money would be well spent on raising ships sunk in the waters of the ports. Filippov, in turn, confirmed the possibility of such work by SakhBASU, and indicated their cost - 1-2 million rubles per vessel. But he said that it was necessary to attract subcontractors who have licenses for the processing and sale of scrap metal, that is, the recycling of ships - the Federal State Unitary Enterprise itself could not do this, and without recycling the rise made no sense.

And here Gorelik had an idea, which was later qualified as “a criminal intent aimed at stealing funds from the Federal State Institution “AMP Sakhalin” on an especially large scale, by a group of persons by prior conspiracy, using their official position, through deception.”

Simply put, Gorelik considered 1-2 million rubles for the vessel to be an extremely low price, and the scheme using one subcontractor was primitive and even dangerous. As a result, he “convinced” all his interlocutors, attracted some of his subordinates from Rosmorrechflot, and “things” got going. The companies Radel LLC, Tairas LLC, TransAvtoGroup LLC, LARTEK LLC, Crash LLC, located on the western side, came out to clear the shores of Sakhalin from sunken ships. Ural mountains, and Vostok Stroy LLC (Vladivostok).

Of course, Gorelik shared with all participants in the process, but, as was documented by the investigation, “the total amount of funds illegally and gratuitously seized causing damage to the owner - FGU “AMP Sakhalin” and turned in favor of S.P. Gorelik is no less 59 million rubles. The specified person was brought in as a defendant in a criminal case in September 2013.”

Gorelik refused to admit his guilt at all stages of the investigation, including the trial. And, nevertheless, the Korsakov City Court sentenced him “to 7 years in prison to be served in a general regime correctional colony and to a fine of 800 thousand rubles” (a message from the press service of the Sakhalin Region Prosecutor’s Office). One of the entrepreneurs was convicted along with him and received a suspended 4-year prison sentence.

Earlier, in October-November 2015, the Korsakovsky court convicted three more accomplices who confessed and exposed the organizer.

The verdict against Gorelik has entered into final force, after the cassation and appeal courts have passed. But we will pay attention to one point. The investigation claims that Gorelik withdrew about 60 million rubles from the “island of lost ships.” And where are they?

And then an interesting agreement dated October 10, 2011 was discovered for the purchase of a residential building in the village of Angelovo, Krasnogorsk district, Moscow region, with an area of ​​679.9 square meters. m per plot of land with an area of ​​2270 sq. m exactly for 60 million rubles.
