Where is the descendant now. Biography of the ex-governor of the Oryol region Vadim Pomsky. The end of the story is close

Vadim Vladimirovich Potomsky

On October 5, 2017, Russian President Vladimir Putin signed a decree terminating the powers of Vadim Potomsky, Governor of the Oryol Region. He appointed Andrey Klychkov, deputy of the Moscow City Duma, as interim head of the region.

The population of the Oryol region enthusiastically says goodbye to their beloved governor and wishes him good luck in his new career - adviser to the plenipotentiary representative in the Central Federal District. We are all sure that in the new field you will bring a lot of benefits, but not in our area. In parting, I would like to wish you "happiness, health, good mood" (C), but you, unlike people, will also have a salary higher than the average in the Oryol region. Thanks again!

In parting, Potomsky managed to drive to Turkmenistan with Putin, where he made the city of Orel and his hometown of Mary in Turkmenistan related, thanks, we missed it so much.

On October 7, Andrey Klychkov, Acting Governor of the Oryol Region, was officially introduced. The former head of the region, Vadim Potomsky, who was appointed deputy plenipotentiary representative of the president in the Central Federal District, said goodbye to his colleagues and thanked everyone with whom he worked. Sadly, with pathos and thesis like this:

Thank you for your collaboration. We have been able to do a lot. I want to thank the entire deputies, from municipalities to the Oryol Regional Council, for their joint work and the quality of the solution.

We took them together, agreed on the shore. They argued, but found a common denominator - decisions aimed at improving the living standards of the population of the Oryol region.

I am grateful to the leaders of law enforcement agencies. We worked constructively and harmoniously, supporting each other and lending a shoulder. We haven't had a single emergency. I am convinced that such work will continue to be carried out in the Oryol region.

I am very grateful to the heads of the regions. Thank you for your service. All the tasks that were set by the federal center were fulfilled.

In all the election campaigns, we have not received a single comment. This speaks of the quality and honesty of the political struggle that took place on the territory of the Oryol region. No one doubts the legitimacy of the results.

I am very grateful to people for their support, for the fact that they always understand the complexity of some decisions that have to be made. We did not have a single unauthorized rally held by the systemic opposition or simply by some political forces. I am grateful to those who held the rallies. I am grateful for the criticism. She heats up. She is getting ready for a new job. You need to be able to properly accept criticism and draw conclusions from it.

In the Oryol region for all this time there was not a single disruption according to the May decrees of the president. There is an indicator of industrial production growth. There are improved indicators on the issue of health and education.

Together with you, we have achieved the creation of a flagship university in the Oryol Region. OSU named after Turgenev is one of the best higher educational institutions in the country, where wonderful children study, where 300 doctors of science and 900 candidates teach. Not every subject can boast of such an intellectual base.

I am very grateful to the teachers of our secondary schools. You are doing brilliant work. You have the best upbringing you can dream of for children

.

I am very grateful to the medical workers. People from other regions go to Orel to improve their health. Keep your teams, listen to your doctors, help them. Health issues are now coming to the fore.

Thank you for your collaboration. With God!

Our governor began to burn on the eve of the 450th anniversary of the Eagle, but he could not stop. It all started with the scandalous journey of Ivan the Terrible from Moscow to St. Petersburg. This "proviso" of the governor was widely covered by the federal and local media, but you can watch the speech itself on the video from youtube.

However, without deception and scandals, we can not.

A loud scandal erupted around the governor of the Oryol region Vadim Potomsky.

The military prosecutor's office found out that the head of the region was illegally awarded the military ranks of major and lieutenant colonel. This was told to Ekho Moskvy by Andrey Roslov, a former deputy of the city council, who sent a corresponding request to the department.

In the information about himself, the governor of the Oryol region has repeatedly indicated that he is a lieutenant colonel in the Russian army. At the same time, he did not give an answer to the question of who first awarded him the rank of major, and then lieutenant colonel.

Materials from the site

December 23, 2016 Potomsky again surprised everyone with the metaphorical nature of his statements. At a meeting of the regional council for industry and investment policy, he burst into a tirade against newspapermen covering the problems of the region. "Oryol News" cites it almost in full. According to the governor, journalists only escalate the atmosphere, and the local press creates a negative image of Oryol: “ Every nonsense, which has a pen and a piece of paper, pokes as bad in the field. He has not created a single job, but he is pecking, pecking, pecking. And you start poking around, who - there are domes you can draw on them at all.

At the moment, it seems that the age of Vadim Vladimirovich in this post is not long, a lot of rubbish, low places in the ratings of governors, wage debts of enterprises, cutting at Orel's anniversary construction sites do not give political weight to the current governor. While we are watching.

In February 2017, Vadim Potomsky signed the largest investment contract in the history of the Oryol region.

“We signed an agreement with the Slovenian company Riko on the implementation of four projects in the Oryol region: a shoe factory, a tannery, a plant for deep processing of grain and a meat processing plant. The contract value was 400 million euros.

This is the largest investment contract in the history of the Oryol region. Great support in resolving issues was provided by the administration of the President of Russia,” said Vadim Potomsky.

On April 3, 2017, at a session of the regional council, Potomsky reported before the deputies on the work of the regional government for 2016.

After the governor's speech, deputies of the Oryol Regional Council Igor and Vitaly Rybakov demanded that Vadim Potomsky resign.

The demands of the deputies seem reasonable, here is a summary of their accusations against the head of the region:

“Dear comrade-governor, for three years you have headed the Orel region. And we can sum up. With your arrival, taxes have increased significantly, the debt of the Oryol region is about 16 billion rubles, many enterprises have closed down - Orleks, Dormash, and this despite your promises to support them. Where are the installed greenhouses, from which you promised to feed everyone with cucumbers and tomatoes? Almost 1 billion rubles were stolen from anniversary objects. In July 2014, the government, under your leadership, concluded agreements with the Ministry of Construction on the construction of economy-class housing, took the site, came up with the beautiful name "Small Petersburg", three months left until July 1 - the region did not receive a single meter. You and you alone are responsible for the failure of this program. There is and continues to be pressure on entrepreneurs. They are forced to go to other regions and pay taxes there. Shameful, in my opinion, demoting you from lieutenant colonel to captain! You didn't even fulfill the simple promise you made - to return the weekend fair along Priborostroitelnaya Street. And I believe that you did not get into your sleigh. Admit it and resign!” Rybakov demanded.

Video from this meeting:

It is worth recalling that Vitaly Rybakov once tried to compete with Potomsky in the gubernatorial elections. However, as is usual in our country, there was a case for him. At the moment, Rybakov is acquitted and is actively taking revenge on his offender.

The factions of United Russia, the Communist Party of the Russian Federation, the Liberal Democratic Party and A Just Russia did not criticize the governor. They took note of his report.

The spring of 2017 was marked by an active campaign against the incumbent governor. Throughout the city, you can find signs with the inscription "Go away Potomsky", it seems that they took the governor seriously.

Well, as usual, our governor again distinguished himself on the Internet in the Mount show with a call to prayer.

Long wait for confirmation of my words about imminent departure there was no need for our beloved governor; at the end of May 2017, there were reports of the impending resignation of Vadim Vladimirovich. As they say, the Moor has done his job... I'm talking about 10 billion rubles for the anniversary of the city. Gentlemen who hang signs with the inscription "GO POTOMSKY", but do you really think that this is the whole point? Well, then wait for a new effective appointee, though there is no industry left in the city, there is nothing to rob, and it’s too late to build. Things like that, little ones.

In May 2017, a scandal broke out in the federal media about a cool car of the local father Onufry for 5 million ( Bishop of Liven and Lesser Arkhangelsk Nectarios and his Kruzak).

Our ardently beloved governor could not stay away from this scandal, and this is what he gave out:

We can go to church, pray, beg God's alms. And if we go to the representatives of God, we begin to lynch them and water them with something. God is not a fraer. He sees everything. And there is only one judgment: God's judgment. In our country, this goes to the patriarch: the wrong watch, the wrong way of life, the wrong car drives.

This phrase characterizes our governor very well, it is clear that he is a mountain behind the church and is familiar with fraers, Russian reality.

On June 1, 2017, at the St. Petersburg International Economic Forum, Governor of the Oryol Region Vadim Potomsky and General Director of LLC International Vinyl Company-Vostok Stefaan Moritz Noel Debuscher signed a cooperation agreement. It is planned to build a plant for the production of PVC floor coverings.

The end of the story is near.

The governor of the Oryol region, Vadim Potomsky, was in the last 83rd place in the people's rating of governors, follows from the rating on the official website of Governors.ru.

“With an index of 2.06, Vadim Potomsky ended up at the very bottom of the table. The efficiency of the head of the Oryol region was estimated at 2.43 points, and the trust in the head - at 1.86, ”the rating follows.

In July 2017, a demonstrative flogging of our servant of the people by the president took place, they showed it on TV. Everything is very sad, you can’t say better than in the video, watch from 14.15. But to be honest, it's very sad, not funny.

October 2, 2017 The prophecies of our oracle are beginning to come true. In the near future, the heads of the Oryol region and the Komi Republic may lose their posts. Writes about this "Kommersant".

According to them, the head of the Orel region, Vadim Potomsky, will be offered a new appointment, while the region will remain under the influence of the Communist Party, from which he was elected. They say they will send us a new tsar from the Tula region.

Governor of the Oryol region Vadim Potomsky commented to the TASS news agency on information about his possible imminent resignation, which appeared today in the federal media.

I don’t plan such things, I can’t plan such things, so I can’t say anything about this yet. If something happens, I think we will all find out, we will know at the same time, - said Vadim Potomsky.

It seems that Klitschko has a worthy competitor.

On October 5, 2017, Vladimir Putin, by his decree, prematurely dismissed the governor of the Oryol region, Vadim Potomsky. Obviously, in order not to completely throw the recent lord of the region to the sidelines of life, he was appointed to the post of deputy presidential envoy in the Central Federal District. In his new position, he must control three areas - the work of industrial enterprises, nuclear power plants, as well as the state of garbage dumps.

Probably, the last circumstance is the most pleasant for Potomsky, since it was in the landfills that he once made his first considerable money. That's the whole biography of the odious ex-governor confirms: where there is money, there is Potomsky.

In the new position of Deputy Presidential Plenipotentiary Representative in the Central Federal District, as mentioned above, Potomsky will have to oversee three areas. The editors sent a request to the Central Federal District to Vadim Potomsky in order to clarify his powers and actions in the new location. No response was received from the editor. I don’t know what heights he will achieve in these areas, but personally I have a suspicion that, at best, none. By the way, it was his friend Alexander Beglov, who was at that time the plenipotentiary representative in the Central Federal District, who was well aware of the style of work, and all the “pranks” of Potomsky as governor, who was at that time the plenipotentiary representative in the Central Federal District, determined to supervise these areas of Potomsky. For what? One can only guess. Now the post of plenipotentiary in the Central Federal District is again becoming vacant - Alexei Gordeev, who held this post, has been appointed vice-premier of the government. Apparently, the Kremlin should hurry up with the appointment of a new plenipotentiary: leaving Mr. Potomsky unattended is just as dangerous as leaving an unintelligent baby.

Cadres decided everyone

To do this, just look at the work of Potomsky as a governor. His arrival in the Orel region was loud. To begin with, the communist Potomsky immediately assured the inhabitants of the Oryol region: the new team of the regional authorities will consist of 99% of local residents and officials. He apparently kept the remaining one percent for himself. True, the words of the new governor for some reason immediately began to diverge from the realities of life. For example, Potomsky immediately appointed "Varangian" Alexander Budarin as his first deputy, calling him the genius of the housing and communal services. Soon, however, it turned out that the newly-minted "genius of housing and communal services" apparently ripped off his Ph.D. thesis from someone else's scientific work. However, this did not affect Budarin's career - he remained in office, and soon utility bills began to swell from new numbers.

State Unitary Enterprise "Road Service" Potomsky solemnly handed over to his friend from Bryansk Alexander Simonov, to whom the prosecutor's office had accumulated a number of questions regarding the Bryanskavtodor enterprise. In turn, for the post of head of the construction and road infrastructure department of the region, Potomsky ordered another of his friends from St. Petersburg - a certain businessman Viktor Kulik. "Great Specialist!" - he recommended the appointee to the inhabitants of the Oryol region. Kulik really turned out to be a specialist, but in areas far from road infrastructure. It turned out that bailiffs have been hunting for him, like a rare butterfly, almost with nets, for a long time, wanting to get a debt of ... 25 million rubles from him on 10 writ of execution!

No less familiar to law enforcement officers was another appointee - Evgeny Zudin, who headed the department of construction, transport and housing and communal services. According to the media, Mr. Zudin, being the deputy head of one of the districts of Taman, independently organized the production of dangerous and prohibited methanol. He did not have time to sit out in Orel, and after the publication of “methanol fun”, he did not wait for the visit of the operas, but, leaving everything, disappeared in an unknown direction.

On this topic

The court passed a verdict against the former governor of the Sakhalin region Alexander Khoroshavin, who was found guilty of committing crimes of a corruption nature. Khoroshavin was sentenced to 13 years in prison and ordered to pay a large fine.

Potomsky appointed a certain Vladimir Makarchuk as the head of the regional state property department. And again a puncture! Apparently, even before his new appointment, Mr. Makarchuk was well known in connection with the problems that he had under Part 3 of Art. 30, part 3 of Art. 159 of the Criminal Code of the Russian Federation (attempt by deception to swindle in the amount of 8 million rubles, that is, following the Criminal Code of the Russian Federation - “on a large scale”).

Reluctantly, Potomsky Makarchuk from the heads of the department affectionately asked, but kept with him as an adviser.

Meli, Emelya, your week

It is not surprising that with such a personnel policy, the region could only expect stagnation and collapse. Let's start with the fact that Potomsky promised to attract investments to the region for as much as 123.579 billion rubles. But, leaving office, he left his successor more than 60 million rubles of salary debts and a multi-billion dollar hole in the budget.

In addition, back in 2015, Potomsky announced the signing of an investment contract with Miratorg for 2.4 billion rubles. However, the journalists found out that, firstly, the contract was not signed at all by Potomsky, but by the then governor Alexander Kozlov. And it was signed not in 2015, but in 2013, when there was no trace of Potomsky in Orel.

Here is the appearance in the region of Agro-Alliance LLC, which was also created under Governor Kozlov, Potomsky also tried to ascribe to his merits, obviously not realizing that the truth, no matter how you bury it in safes, will still come out. Or maybe he just lied out of habit just in case ...

And so it is in everything: GREEN Corporation CJSC invests 7.5 billion rubles in the tourism business. Potomsky immediately declares that he “knocked out” this money, apparently not knowing (or maybe, according to the same saying: “stranded, Emelya, your week”) that at that time the political heavyweight Yegor Stroev was the governor of the region, under whose word of honor businessmen willingly invested a lot of money in the development of the region. What can not be said about the price of Potomsky's word. Alfa TsSB LLC planned to build a plant for the production of medical solutions in the region. But here the coveted chair of the governor is finally occupied by Mr. Potomsky, and the company's activities are immediately terminated. As, however, and the company Amazonen-Werke H.dreyer GMBH & Co, which planned the construction of a center for the production, marketing and service of agricultural machinery.

The “effective manager” Potomsky, probably, not without the help of his adviser Makarchuk, successfully squandered all these undertakings. Maybe due to general economic illiteracy, or maybe not agreeing on any personal financial bonuses. Be that as it may, the projects died.

CJSC Plant of Non-Ferrous Metals, which invested 700 million rubles, was also unlucky: the Mtsensk non-ferrous metal processing plant that belonged to it began to experience difficulties with the advent of Potomsky, which then took on the format of open confrontation. This led to the fact that the plant was re-registered in Moscow. What logic moved the governor, who over and over again deprived the region entrusted to him of tax revenues and investments, is unknown. One can only guess what I said above.

Many more examples could be cited of the pernicious interference of Potomsky and Co. in the economic life of the region. We will tell you more about them.

BY THE WAY

The personality of Vadim Potomsky himself is curious. Studying his biography, one cannot help but catch oneself thinking that this person seems to be best suited for the definition of a "pathological liar." Judge for yourself. After graduating from the St. Petersburg Anti-Aircraft Missile School in 1993, Potomsky joined the Army Sports Club of the Leningrad Military District as a deputy chief. There he rose to the rank of captain, after which he retired, somehow organizing the rank of lieutenant colonel on his military ticket and calling himself a master of sports in judo.

It was with these titles that he flaunted appropriately and out of place at various meetings, press conferences, talk shows, etc., until the military prosecutor's office, after raising his service record, stated approximately that the military rank of "lieutenant colonel", like the order to allegedly assign it to Potomsky is nothing more than a fake. After that, the prosecutors “ripped off” the illegal shoulder straps from the governor, and canceled the dubious orders.

As for the title of master of sports in judo, many professional judoists, having heard about the next self-determination of Potomsky, begin to laugh out loud. To become a master of sports in a power sport (in judo, by the way, another classification of skill is the color of the belts), it was necessary to win at least either the championship of the Armed Forces or the national championship. Neither there, nor there, the name of Potomsky during the ascents to the pedestals, according to experts, never sounded. However, if a person assigned himself the military rank of lieutenant colonel, then he could also appoint himself a master of sports. Or an astronaut. Or a tiger tamer.

In No. 11 of Novaya Gazeta, we talked about how the head of the Oryol region Vadim Potomsky publicly reprimanded investigators who, in his opinion, are not actively prosecuting his political opponent (see direct speech). For an outside observer, this looked comical, but, as far as we know, it caused a harsh reaction from the leadership of the Investigative Committee.

Direct speech: "I'll tell you how the governor Oryol region as the highest official. But governors are not born, they become governors, you go through a path in your life. Therefore, there is some experience of working in other regions, richer regions, not richer, much richer regions, such as the Leningrad region, and the prosecutor of the district in which I was, today the first deputy prosecutor, the first deputy chairman of the Investigative Committee of the Russian Federation Vasily Piskarev Ivanovich.

“Four criminal cases for one person! Let them do whatever they want! Shakes power! Shame on state power! This is a label for you too! This is a challenge for us! This is not my personal fight, it should be a joint fight with them!”

“I am sure that, despite the fact that you have a young experience, and even though you are already majors, you have more than enough experience ... you can handle such elementary matters.”

[dni.ru, 02/10/2015, "Markin compared the governor with Napoleon": "Just some kind of Napoleon! He cheered me up!" - wrote Markin on Twitter. This reaction of the official representative of the Investigative Committee followed after the governor of the Oryol region, Vadim Potomsky, at a meeting of the board of the regional prosecutor's office on February 9, called the employees his army.

“I am the person I am. If I don’t like something, I will say. I have no one to be afraid of. Especially when I have an army like you,” he said. The official added that he was ready to continue to openly express his opinion.

It should be noted that in January 2015, Potomsky expressed dissatisfaction with the insufficiently effective work of the regional Investigative Committee in investigating high-profile cases in the region. In particular, he focused on the proceedings with the deputy of the regional Duma Vitaly Rybakov, who competed with Potomsky in the regional elections. - Inset K.ru]

And this is not the only case when Potomsky's public speech creates reputational problems for him. For example, last week the governor of Oryol was a guest of the Full Contact program on Vesti FM radio. The most striking episode of the conversation was the discussion of the question of the possible belonging of Vadim Potomsky to the criminal world.

In the Oryol region, as in most regions of Russia, any questions that may be asked to the governor are carefully filtered out. It would seem that the performance in broadcast by Vladimir Solovyov, which was led by "Full Contact", did not create any risks: "Vesti FM" does not broadcast in the Oryol region, which means that there was no need to wait for uncomfortable questions from local residents. But in Vsevolozhsk, Leningrad Region, where Vadim Potomsky first made a business and then a political career, they listen to the federal radio station, and, as it turned out, carefully.

Here is an SMS message from a “native resident of Vsevolozhsk”, which Vladimir Solovyov read out on the air (hereinafter we quote the transcript of the transmission from the official website of the radio station. - S.I.):

“Potomsky is a bandit, like his entourage.<...>Ask how much he stole at the garbage disposal, pick up the police chronicles. Potomsky's sister was married to a member Tambov group Ilya Vladimirovich Parshuk. He still has a business in Vsevolozhsk.

Of course, anyone could send SMS with such content, but a public politician should always be ready for the publication of "compromising evidence", even unrelated to reality. The further conversation between the presenter and the governor went according to an unexpected scenario:

« Solovyov: "A man without a signature, just in case, but he has a phone, it's easy to establish."

Potomsky: “Just in case, from fear, probably of some kind ...”

Solovyov: "Are you a bandit?"

Potomsky: “Well, I’m a big man, I served in the army sports club, I’m a master of sports in judo and in all my external data, and in the way I talk and, if necessary, answer any question posed, including if someone you need to show your physical strength, I won’t stand up for the price, and you need to talk with me within the limits that I allow.

Potomsky gave a detailed and non-trivial characterization of his own personality, although in such a situation it was enough to say three words: "I'm not a bandit" or "This is complete nonsense." It is not clear, however, why he did not stand up for his sister, whom an anonymous radio listener directly accused of having links with crime. Moreover, Vladimir Solovyov developed a topic that was unpleasant for the interlocutor:

« Solovyov: "Well, the truth about the Tambov group?"

Potomsky: “Volodya, well, you understand what Tambov group is? It's like a joke. "His daughter is a prostitute." - "I don't have a daughter." - "It's none of my business, you answer come on, tell me." Like in the elections. Well, anything you can think of.”

Apparently, the framework in which Potomsky allows to talk about his relatives is quite wide. Moreover, neither the business of his sister in Vsevolozhsk, nor the vigorous activity of Ilya Parshuk in this region are fiction.

According to the SKRIN information base, since 2007 Lyubov Potomskaya headed the Vsevolozhsk Municipal Management Company for some time. However, then she established five commercial enterprises, one of which, Volna LLC, began to actively work with the budget of the Leningrad Region. According to the federal register of government contracts, Volna concluded 164 contracts in 2011-2015 for a total amount of more than 360 million rubles.

And here is the verdict of the criminal board of the St. Petersburg City Court of September 12, 1995. The accusatory part says that Parshuk I.V., like a number of other active members of the "Malyshevskaya" organized criminal group, charged under Art. 77 of the Criminal Code of the Russian Federation (banditry). Judging by the text of the verdict, in addition to participating in an organized crime group, he was charged with extortion. He was convicted, but released in the courtroom in connection with serving his sentence during pre-trial detention.

Anonymous, who sent SMS on the air of Vladimir Solovyov and embarrassed Vadim Potomsky, obviously knows how to search for information not only in Yandex. The databases of law enforcement agencies consulted by Novaya Gazeta also contain other interesting stories (see reference). Specialists in the criminal history of St. Petersburg may note that the "Tambovskaya" and "Malyshevskaya" groups are not the same thing (rather, we are talking about the "parent" and "daughter" structures). But all these nuances become important only if the head of the region, empowered by the president and then won the election, can directly answer the uncomfortable question: “Are you a bandit?”

Gentleman of bad luck

Doubtful horizons of the governor Vadim Potomsky

I recently read an issue of Orlovskaya Pravda, the official mouthpiece of the administration of the region of the same name. It seemed like something painfully familiar, already read once in the media, with similar court names and intonations. It seems that in a single Oryol region, a well-fed, cheerful and relaxed life of citizens still reigns, about whom (and only about them!) Their communist governor Vadim Potomsky is spinning day and night. I have a slightly different opinion on this matter, with which, I think, many Orlovites will agree, and here's why.

The biography of the communist Vadim Vladimirovich Potomsky, who has been pulling the levers of governor's power in the Oryol region for a year now, is diverse and amusing, like pictures in a primitive children's kaleidoscope.

Back in 2001, a criminal case No. 367353 was initiated against this person on the grounds of a crime under Part 1 of Art. 171 of the Criminal Code of the Russian Federation "Illegal business".

Paradise marked "personally"

These (and not only) details from the past working days of Vadim Vladimirovich in his film “The Truth about the Elections and Potomsk” were told to Russians in 2012 by a well-known TV journalist Andrey Karaulov. The broadcast had a resonance: in any case, in the gubernatorial elections in the Bryansk region, Vadim Potomsky, who already at that time, as they said in certain circles, had the honorary pseudonym "garbage oligarch", safely flew by.

As an analysis of the biography of our hero shows, Vadim Potomsky has always been distinguished by a craving for two simple everyday trifles: money and power. In Russian realities, this is more than reasonable: the presence of one, as a rule, immediately ensures the appearance of another. But sometimes annoying slips do happen. And legal again.

After a meticulous trial in 2003, the Arbitration Court for St. Petersburg and the Leningrad Region, in case No. 56–9673 / 2003, decides “... to claim municipal property from the illegal possession of IP Vadim Potomsky and collect a debt of 482,000 rubles from him” . For a person who dreams of wealth and fame, the decision is not at all rosy, but he was already attracted by other horizons...

"Family contract"

In 2008? The Vsevolozhsk Court of the Leningrad Region accepted for consideration a criminal case against the head of the municipality "Rakhya urban settlement" Sergey Kuznetsov, as well as his deputy Vladimir Potomsky. The leaders were charged with "abuse of authority" and "forgery". The piquancy of the situation was given by the fact that the defendant Potomsky Vladimir was the father of a local businessman and deputy of the Lenoblsovet from the Communist Party of the Russian Federation Potomsky Vadim, in whose interests, it is likely that he sometimes “slightly” violated the current Criminal Code.

According to investigators, as a result of Papa's and his accomplice-boss's troubles, only very close businessmen got a tidbit of land worth almost $40 million (!) for commercial development.

Including, apparently, his son-deputy Vadim. And again - a bummer: the press made a noise. Law enforcement officers creaked their muscles... Scandal! Criminal case! The deal, of course, never took place. But if a person has a goal in life, such annoying little things cannot stop him, and in 2012, a member of the Communist Party of the Russian Federation, Vadim Potomsky, decided to be elected governor of the Bryansk region!

Balanda about a soldier

A few days before the reverent count of votes in the Bryansk electoral committee, the already named film by Andrei Karaulov "The Truth about the Elections and Potomsk" was released on the screens. In addition to the mentioned biographical symbols from the life of Vadim Potomsky, the well-known TV journalist told everyone about the special attitude of the then gubernatorial candidate and real communist to such an honorable and respected military service in our country.

Having received in 1993? lieutenant shoulder straps and a diploma of a graduate of the St. Petersburg Anti-Aircraft Missile School (where his father Vladimir Potomsky also taught), Vadim Vladimirovich was clearly bored. The path to the general's stripes was long, thorny and unrealistic. Perhaps that is why in 1998? Potomsky Jr. retired from the army. But even here, due to some, obviously, genetic inclusions, the situation has acquired an incomprehensible mysticism.

As Andrey Karaulov said, he not only could not get Potosky personally, but he himself could not understand how he, more than ten (!) Years after his “demobilization”, in 2009, could first become a major according to documents, and after a few months already a lieutenant colonel!

Everything that could be broken was violated, Karaulov is sure.

“Real material for initiating a criminal case on all these - my opinion - frauds ... I hope the military prosecutors will hear us,” a well-known TV journalist summed up his doubts.

However, Vadim Potomsky was clearly lucky then: the military prosecutors from the Main Military Prosecutor’s Office of Karaulov might have heard, but since at that time Mr. Serdyukov and his morals reigned in the Ministry of Defense, crushing both charters and laws, they did not raise a fuss .

Maybe the time has finally come to count all the steps at least in the career military ladder of Mr. Potomsky Vadim Vladimirovich? As they say, in "edification to posterity": or in order for the new Minister of War Sergei Shoigu to have a clear understanding of whom, in extreme cases, he can count on under his banners, and from whom, as they say, you should stay away ...

We will strengthen our belly in the fight!

Throwing around the administrative sites of Russia finally brought the member of the Communist Party of the Russian Federation Potomsky the long-awaited primitive reassurance: for a year now he has been in charge of the Oryol region. But how? To answer this sacred question for all administrators, it is best to leaf through the local press, from which we began this material by quoting. For example. Even the official local communist (!) newspaper Orlovskaya Iskra makes no secret of this: “Since January, there has been an increase in average retail prices for beef, pasta, sugar, bread, potatoes, onions, carrots, cabbage, apples,” the press service said. government of the Oryol region. If we take into account the fact that, in addition to the governor's troubles, Vadim Vladimirovich complicated his life with the position of chairman of this very government, then it should be recognized that he is apparently the least suitable for these two posts today.

A similar idea is confirmed by the regional analytical weekly "Red Line" in the article "Take someone else's and for a while, give your own forever": almost one and a half times! We can only mournfully be silent with all the inhabitants of the Oryol region.

The editorial office has a cassette with a recording of the speech of the governor of Potomsky before the prosecutors and investigators of the Oryol region. I confess that the author has never met such an undisguised pressure (one would like to say “collision”) on people in uniform for many years of practice as a lawyer and a journalist. The governor spoke about those cases that, due to objective legal reasons (lack of expertise required by law, for example) and, apparently, in defiance of his undisguised desire to see them (or rather their “persons involved”) in court as soon as possible, did not go there. However, I will cite some unbiased statements of Mr. Potomsky himself. They are very eloquent and easily amenable to semantic decoding.

“I will tell you as the governor of the Oryol region, as the highest official: governors are not born, they become governors (very often, alas, erroneously. - A.N.). That is, you go through some path in your life, that is, some work experience in other regions, richer ones ... Such as the Leningrad Region (this is what we talked about above. - A.N.). The prosecutor of the district where I was, today the first deputy chairman of the Investigative Committee of the Russian Federation, is Piskarev Vasily Ivanovich (read, my friend, or what? - A.N.). I understand that expertise is needed, I understand everything perfectly. But of the four cases in two, an examination is absolutely not needed! (Forgive me, only the investigator decides this, but not the governor! - A.N.) If everyone needs money for an examination ... we will give this money! Experts don't care whose money it is: it came from you or from some other source! Do you need expert opinions? You will get it!... We are ready to pay... We will do it! If they do not suit someone, let's make third-party ones! Show where you will be satisfied! And we will pay for it, we are ready!”... etc.?

I confess honestly, if I didn’t know that the person in the frame is the “highest official of the region”, and the people to whom he so passionately and specifically appeals are security officials, I would have thought that this was an operational shooting from some “specific » meetings. Well, you can hear the synchronous off-screen dubbing: “Do you need grandmas? What's the problem: let's give! Do you need my connections? I named them! We'll fix everything! We'll pay for everything!"

In this speech, before the hushed and dumbfounded investigators (who, by the way, and this follows just from the speech of the governor himself, work precisely in the legal field!) Promises to “give money”, “provide financial assistance”, “pay”, etc. ?d. repeated almost every paragraph!

Maybe in the era of wholesale reforms in a separate Oryol region, Mr. Potomsky found his new, exclusively "commercial" way of working with representatives of justice? I don't know... However, he nevertheless outlined a certain exact targeting of his speech to the security forces.

Quote: “They wrote that I allegedly met with Alexander Ivanovich Bastrykin(Chairman of the Investigative Committee of the Russian Federation. - A.N.). I have not met yet, we will have a meeting in February, and on a number of matters I want to talk to him so that he, apparently, will help you! (I hope not financially? - A.N.) "As they say, no comment!

If during this meeting the governor himself finds the strength to honestly tell his interlocutor everything that we have already voiced only partially, then this meeting can be safely considered Vadim Vladimirovich’s “surrender to confession”.

Well, just like in the famous comedy: "Go, go, Vasya ..."

Hang your portraits in schools and pass a law on rallies, but also become famous for your knowledge of history and vivid quotes. collected the most controversial statements of the former governor.

"We waited for the owner and waited"

A graduate of the Higher Anti-Aircraft Missile Command School and a communist, Vadim Potomsky headed the Oryol region in early 2014. Then he was appointed interim governor, and later won a landslide election victory with 89 percent of the vote. In an interview in Orel, he stated: “They [Orlovtsy] have been waiting for a master for a long time. Not some gentleman, but a man who will roll up his sleeves and put things in order here. Well, wait!”

Apparently, the expectations of the inhabitants of the Oryol region did not meet the expectations of the inhabitants of the Orel region: according to the July rating of governors, the communist took 56th place out of 60. Perhaps this is due to the fact that over the past year the debt of the region increased by three billion rubles, and the debts salaries amounted to 66 million.

“I am the person I am. If you don't like something, I'll tell you. I have no one to fear. Especially when I have an army like you.", - Vadim Potomsky confessed in February 2015 in front of the board.

An ambiguous hint was noticed by the official representative. “Some kind of Napoleon! Cheered,” he commented sarcastically on Twitter, expressing the main reaction of the network to the phrases of the odious governor.

"Chepushils" with handles

At the end of 2016, while discussing the economic situation in the region at the coordinating council, Vadim Potomsky unexpectedly burst into abuse of the local media.

“Every nutcase that has a pen and a piece of paper pokes how bad it is in the Oryol region. He has nothing but a typewriter and has done nothing in this life. He didn’t create a single job, but he pecks, pecks, pecks ”, the governor.

According to him, such criticism led to problems with potential investors. Later, however, he claimed that "there was no talk of journalists at all", and the notorious "nonsense" are bloggers and "other commentators on social networks." But the phrase managed to become a meme.

"Let's form some baskets for our ministers"

Vadim Potomsky suggested handing over baskets to ministers before it became mainstream. But if in the case of the former head there was a basket with sausage, then the governor of the Orel region spoke exclusively about environmentally friendly products of local production - butter, cheese, bread and apples.

“Let's form some baskets for our ministers. We will send them to both [Dmitry Medvedev] and [Finance Minister Anton] Siluanov, we will definitely send two,” the governor said at a meeting of the regional administration, expressing confidence that this gesture would “raise the popularity of the Oryol region.”

Ivan the Terrible and Petersburg

On June 13, 2016, Vadim Potomsky made two sensational statements. The first - that Catholics are not Christians - went unnoticed against the background of another, louder one: Ivan the Terrible (r. 1547-1584) did not kill his son, but took him to St. Petersburg (founded in 1703) for treatment. Potomsky accompanied this statement with the comment: "He who does not know history has no future."

“Ivan the Terrible once uttered the phrase: “I am guilty of the death of my son, because I did not give him to the doctors in time.” While they were driving, he fell ill on the way. They were traveling from Moscow to Petersburg. His son is dead!" - the head of the Oryol region to the astonished press in response to a question about the first in Russia.

Potomsky later explained that he misspoke, but that didn't stop the flow of jokes online.

“The statement of the President of the United States (...) is a little disturbing”

A year before the sensational reports about the cause of the death of Ivan the Terrible's son, in January 2015, the head of the Oryol region frankly admitted how sensitive he was to the words of the head of the United States. So the governor tried to explain the two-hour delay to the meeting of the board of the regional department of the Investigative Committee.

“We had to discuss something. Moreover, you know yesterday's statement by the President of the United States of America, how he ruined the Russian economy, this disturbs me personally a little, because, along the way, I cannot hear such things., - Versia.ru quoted him as saying. The phrase did not become a meme, but it was often recalled by other local media.

“God is not a fraer. He sees everything"

On May 30, 2017, Vadim Potomsky, in a conversation with, stood up for Bishop Nektariy, who, as representatives of the local press found out, owned a Toyota Land Cruiser V8. First, the governor quoted the Bible: “Do not judge, lest you be judged,” and then said that he did not understand who authorized journalists to ask questions about the life of clergy.

“We can go to church, pray, beg God's alms. And if we go to the representatives of God, we begin to lynch them and water them with something ...

God is not a fraer. He sees everything. And there is only one judgment: God's judgment. In our country, this goes to the patriarch: the wrong hours, the wrong way of life, the wrong cars drive,” the head of the region.
