Many schoolchildren dream of wearing green shoulder straps since childhood. Where can one get an education today and what new specialties have appeared? Colonel Igor Kovalenko, deputy head of the training department, head of the professional education department of the State Border Committee, tells about this.

- Igor Vladimirovich, the 2016 introductory campaign is just around the corner. What are its features?

We can say that it has already begun. Let the boys and girls have not yet undergone centralized testing and have not even fully decided on the choice of a military specialty. But this is the peculiarity of the profession: every applicant for an officer's rank must go through a kind of "filter" in the form of preliminary and final professional selection and only after that go through the stages of the entrance campaign on a par with an ordinary applicant.

- What is professional selection and what does it include?

This is a special procedure, the purpose of which is to determine the suitability of a person for military service and a specific specialty. It should be understood that our service requires resistance to stress, a combination of decisiveness and reasonable care, the ability to instantly navigate in difficult and dangerous situations and, of course, physical endurance. The check will have to be passed two times: at the stages of preliminary and final professional selection. For example, in the course of a professional psychological examination, specialists assess the expected level of a candidate's adaptation to the conditions of military service, the success of his mastering a military specialty, and predict his future development. The degree of endurance and strength is determined in the course of passing the standards for physical fitness.

The best of the best will get the chance to become a border guard officer. But do not be upset for those who did not pass the competition: there are other ways. First, all young men, upon completion of the work of the selection committee, receive an offer to enter the service under a contract. In the long term, having positive characteristics, a young man can graduate from any educational institution in a civilian specialty, akin to a military one, and earn the right to be appointed to an officer's position. Secondly, you can go to military service and submit a report for admission in a year: at the same time, the legislation guarantees the young person benefits.

- What educational institutions train future border guard officers?

The flagship is the Border Guard Institute. From the walls of this institution, no less than a hundred highly qualified professionals come out annually in four main specialties: border service, border control, operational activities, ideological work. These are well-trained officers.

In the interests of the border service, officers are also trained by the Belarusian State University, the Belarusian National Technical University, the Belarusian State University of Informatics and Radioelectronics and, naturally, the Military Academy and the Academy of the Ministry of Internal Affairs. Among the innovations is the specialization "Computing systems and networks for special purposes" at the military faculty of BSUIR. Also for the first time on our order at the military transport faculty of the Belarusian State University of Transport officers will be trained in the specialty "Management of transport troops units": direction "restoration and construction of transport communications." In general, officers are trained in 35 specialties in 11 institutions of higher education in Belarus and in 9 universities in Russia.

- Do you plan to give up studying at Russian universities?

The creation of our own Institute of the Border Service, the broad capabilities of the Ministry of Defense, military faculties in civilian universities have allowed us to significantly reduce training in educational institutions of Russia. For example, this year we are completing our studies at the Moscow and Golitsyn border institutes. But for certain specialties, where the need for personnel is insignificant, it is economically inexpedient to conduct training in Belarus. We are talking about "piece" specialists in scarce specialties, the quality of training which is confirmed by an annual order. To date, the leadership of the State Border Committee has made a decision to train officers at the Kaliningrad Border Institute, the Cherepovets Higher Military Engineering School of Radio Electronics and the Naval Polytechnic Institute of the Naval Academy Military Educational and Scientific Center.

I would like to emphasize that educational institutions of Belarus have accumulated a wealth of experience in teaching various disciplines of a technical or humanitarian orientation. Where there is already an experienced faculty, it is enough to build up the military component. In this, our colleagues from the Ministry of Defense provide us with invaluable assistance, allocating quotas for the training of officers for the border service at military faculties. Thanks to the Ministry of Internal Affairs and the Ministry of Emergency Situations, cadets-border guards are trained at the Academy of the Ministry of Internal Affairs and at the Command and Engineering Institute of the Ministry of Emergencies.

Everyone probably knows about the Minsk Suvorov Military School. How is the system of pre-university education developing in your country?

Of all the cadet schools operating in the country, probably the closest to our specifics is the Minsk City Cadet School No. 2. It was created on the initiative of the State Border Committee, cadets wear a green cap and green shoulder straps. It is not unimportant that the director is a border guard officer in reserve - Igor Sigizmundovich Reut. Four years in the walls of the cadet school give the children undoubted advantages when entering universities.

- Are foreign colleagues showing interest in our education system?

The interest in it is growing among representatives of the CIS member states, the UAE, and Asia. At present, the Institute of the Border Guard Service implements contracts for the training of military personnel of the People's Liberation Army of China, the Border Guard Service of the National Security Committee of Kazakhstan. Specialists of service dog breeding from Uzbekistan were trained last year.

And finally: do the professional qualities of the graduates satisfy their commanders at the border, or are there any complaints?

The assessment should be given not so much by the commanders as by the citizens of Belarus and other states. The border guard is the first to meet the guests of our country, and he is the last one whom foreigners see when they leave. This means that the impression of the state depends on him to a large extent. During the training period, the cadets constantly remember this and during the service, I am sure, they will adequately represent our beloved Belarus.

I managed to visit the border guards. In one of the border departments (as the outposts are now officially called) of the Border Directorate of the FSB of Russia for the Krasnodar Territory. We shot a video and talked for a couple of hours with a comrade lieutenant colonel, the head of the department.

Personal impressions of the outpost are as follows: breathtaking nature, order and cleanliness. There is much less fuss of any kind than in the army, everyone around seems to be more relaxed, but only at first glance. When the service demands - whoever needs it is instantly there.

The head of the outpost gave the impression of a person who was not very talkative (understandably, a definite plus for an interview), exceptionally intelligent, experienced, who had seen a lot and was very strong. Even there, in the mountains, I caught myself thinking that I had retained a similar impression after meeting with Anatoly Vyacheslavovich Lebed. I think that under the command of such a commander, people serve willingly.

There was not much time for conversations, but what we could talk about - we talked. Below is the text of the interview. Before reading it, I recommend that you watch a small video clip, filmed there, at the outpost.


The state border through the eyes of a border guard - what is it like?

The border, along its entire length, is different. And for the border guards, it is interesting, especially in the first 2-3 years of service in the new area. Usually it takes a year to thoroughly study your section of the border. Then it would be nice to change the geography or even the type of border: land to sea, river, lake. Staff rotation is envisaged - such activities have a positive effect on vigilance.

During the rotation, of course, translation wishes or some personal characteristics are taken into account. Let's say a person does not tolerate a certain type of climate or a significant height above sea level. Before the transfer, during the certification commission, such things are spoken out in detail. Usually the border guard answers briefly - "Yes!" and sent to a new duty station, otherwise the issue will be considered separately and private requests will be taken into account.

How would you characterize this particular section where you are currently serving?

Our section of the border, for which my department is responsible (as the outposts are now called), is large and complex. The terrain is highly rugged. The mountains.


In the border zone. This is a territory that is already closed for free visits by citizens, except for local residents and border guards, it is difficult to meet an outsider there.

The mountains are such that part of the terrain is accessible only on foot or by helicopter. UAZ "Patriot", on which we moved around the neighborhood, could not overcome every rise.

In the distance, similar to sanatorium buildings - buildings on the outpost. Border guards live there with their families. As if "dusty" areas of the photo - bold hello to everyone from a small funny dog, which I treated to cheese at the checkpoint at the entrance to the border zone.
Imperceptibly from me, the watchdog, apparently out of gratitude, deftly licked the camera directly into the lens.

Border zone, national park - no outsiders. The nature can be characterized briefly - "head dump". The heat is unbearable, and it was nice and cool by the river, eh!


What is the main task of the border guards?

Our main task is to prevent threats to the security of the Russian Federation of the most varied nature, from economic to terrorist. This is the service. And in life - for the nearby settlements, we, of course, are the main lifesaver in case of emergency. We have our own medicine and transport. It happened that people were urgently taken out from remote villages by helicopter, when the roads become completely impassable in winter.

Violators of the state border - have you ever had to deal with such people?

I had to. Our main offenders are the so-called. “Household workers”, citizens from among the local population, violating the state border for personal, economic and domestic purposes. What does it mean? The search for the lost cow, for example. Such violators do not use any special tricks, except that they are trying to avoid meeting with the detachment carrying out the border guard service.

Every time we deal with local "household goods" carefully. Criminal liability for them comes in the case when the offender crosses the border with intent, without documents or with such documents, according to which he is not allowed to enter Russia. If a person has documents that allow him to legally cross the border through a checkpoint, but he, for example, got lost and crossed the border, he is subject to less severe administrative liability, most often expressed in a large fine.

Now the nature conservation functions in the border zone are also assigned to us, so in theory it is possible to meet with poachers. We have a specificity: the border section is located in a national park, and it is the poachers who are watched, mainly by the park rangers. If necessary, of course, we provide them with all possible assistance, we act together. Our colleagues have formed their own special units, constantly patrolling the mountains, so that we have not come across poachers closely for several years.

We have established communication with fellow border guards on the adjacent side, for example, by telephone. In case of receiving information about a violation or preparation for it, we help each other.

If we are talking about deliberate violation of the border - how does it happen? Are violators still walking under cover of night on hooves tied to their feet?

Tricks such as crossing the border on boar's hooves have not been heard for a long time, due at least to the fact that the control-track strip has ceased to be the main means of control. Much more effective means of control are now being used - thermal imagers, seismic and radiation sensors, round-the-clock video surveillance, including observation in the infrared spectrum. In some places on the land sections of the border, the KSP is still preserved as an additional means of control. The width of such a strip is about 9 meters. Yes, you can walk 9 meters on hooves, but not 5 kilometers (the border zone from the state border to the rear areas goes no more than 5 km) to leave the border zone.

This is also a border. To the left - a little more of our land, border and adjacent territory. A wire fence is one of the border controls. From the means that we were told about, this site is equipped with hidden continuous video surveillance devices.

Since we filmed a video at the border guards, we could not refuse the obligatory episode - the arrest of the offender.

All information from video cameras is received and analyzed at the outpost in real time. The attempt to trespass was perfectly visible.

Is it possible to establish something useful on the traces left by the violator?

An experienced border guard, following the tracks left on the PCB or simply on the ground, can determine with great (and often with absolute) accuracy the direction of movement - where the offender went: across the border "there" or headed towards us, inland. Depending on this, the actions of the entire outpost will be different. If the violator left for our territory, he will be found and detained at the border or in the border zone by the forces of border guards. If our forces are not enough, we will connect the FSB and the Ministry of Internal Affairs. It will simply take more time and effort, but the intruder will still be found and detained.

The next moment, which is clear from the traces left, is the number of violators. It is impossible to go even a trace in a trace so as not to leave additional evidence-prints.

The third thing is important to find out by studying the tracks - whether the cargo was in the possession of the intruder or a group of intruders. The track of tracks is carefully studied and measured, the result of the analysis is usually a conclusion about the speed of movement. A "loaded" intruder leaves a characteristic trace, so he has an intention to carry his heavy load somewhere, he will not be able to move quickly.

Where are they taught such things?

We continuously train people ourselves and improve their qualifications. In general, the border guards have at their disposal a lot of educational institutions, special training centers, including secret ones, where they train specialists in various fields. At the outposts there are also their own talents. We also have such an outstanding person serving. Finds traces even where they cannot be found. It is noteworthy that he works with a dog, and with a very good one, but he often finds a track faster than a dog. He studied this art, but "superpowers" appeared as a result of the addition of the acquired skills, talent and personal interest. To pass this knowledge on to others, we have a so-called “mentoring institution”. We orient and assign new employees to a mentor, in the case of our outstanding employee - he teaches two young border guards everything that he can do himself.

How do you see the ideal young border guard?

An ideal young specialist in my understanding, as a head of a department, should have several important qualities: to be loyal to his homeland, he should be aware and understand that the border service is difficult, often separated from his family, from constant comfort. It happens that you need to spend a lot of time in a tent in the mountains, where it is wet and cold. He must be physically hardy, mentally developed. It is great if a person has a technical specialty and applied skills in the use of modern computer technology. But the main thing is the desire to serve. The border is not a factory, you cannot "get a job" here. We go to bed, and we don't forget about the service even in our sleep.

Are the concepts of "border guard" and "career" compatible?

In general, there is such a thing as a "career" in the border service. Serve, study, improve your qualifications - special educational institutions, specialized higher educational institutions are at your service, we need technical specialists, we need humanitarians, the same psychologists, for example. A warrant officer who has risen to the rank of group commander is not the limit. There is an opportunity to grow further. And people use such opportunities.

Who joins the border authorities? How do you rate your personnel?

I estimate the personnel at my outpost as strong. Many came here, having served in the special forces of the Internal Troops, there are people from the special forces of the GRU. By the way, they are very good guys, they come perfectly prepared. I would like to note the very high level of their individual, personal training. Of course, their focus is more military and special, but in our mountains it is even useful. People come to us from the FSB, it happens, of course, that they leave us there - such a natural "rotation" exists.

No more conscripts are called to the border. Is there a noticeable benefit from this practice?

We switched to a fully contractual service, there are no more "conscripts" at the border at all. Of course, this has a positive effect on the quality of service. Previously, when conscripts served in the PV for two years, it turned out that training and other quarantines, coupled with transfers to the duty station, took six months or more, so that a person only had time to study the specifics of the service and his area - and then demobilization. Now we can even competently train a young specialist for several years, then we send him to the outpost and transfer him “under the wing” to an already experienced mentor. When the gap between young and experienced specialists is not a year, but five or ten years, much more practical experience can be transferred to a young employee. And the training of young people has now become objectively better.

There were no cases of early termination of contracts in my department. It happens, of course, that people leave after serving their contract: some for a promotion, some for family reasons - the turnover, in general, is small. The main part of the employees concludes the following contract.

Another noticeable difference between a "conscript" and a "contract soldier" is that the latter comes to us in most cases as a well-trained shooter, and given his past service, this is doubly so. There are people who are simply outstanding in this sense. But whoever does not know how at all or is not given - we will still teach. For several years, even a bear has been taught to ride a bicycle, let alone a man and a weapon. But so far there was no such need. Shooting training, by the way, is held in high esteem, we do it regularly at the shooting range.

No "conscripts" - no hazing. This is true?

It is clear that we parted with such a phenomenon as “bullying” long ago. In the army, she did not appear out of thin air, they brought her with them from a citizen. All are young, hot. Everything is different with us. And people are older and more responsible and the term of joint service is longer. And most importantly, there is no need for this phenomenon. The positions are the same, the responsibilities are the same. Well, if you look deep into the centuries - there has always been "not very good" in PV with this phenomenon, hazing at the outposts did not take root, usually the collective lived almost like a family. First of all, due to the small size and homogeneity of the team. Plus, everyone wears the same outfits, feeds from the same pot, and the border guards simply do not have time for various nonsense.

How do they become border guards?

A border guard becomes a border guard only after studying his area. And the site is being studied on foot. One person came - they lead one through the site. The group means the whole group is being led. The most difficult route. Here a beginner will pass the entire section from flank to flank in a day, get acquainted with the area, feel where he is. He is already almost a border guard, but not quite yet. By tradition, border guards become after their first outfit.

Fully automated border - is it possible? Have you heard that neighboring Finland is very keen on this?

As far as I know, the Finns use foot patrols to guard the border without fail. They have special points for rest and heating, but otherwise everything is very similar - we use skis, snowmobiles or walk along the border on foot.

The technical complexes of border protection have made significant progress in recent years. We can use technology to track a variety of complementary parameters. "Wire" or, in general, contact means of border control are becoming a thing of the past, they are being replaced by much more difficult to overcome means of protection and control. Well, as I said, nobody canceled the whole system of outfits. People are equipped with modern technology. The same thermal imagers, for example. They are now smaller, more compact, lighter and more powerful.

I believe that at any level of automation you cannot do without a person. A person, of course, can be deceived. And the technique is possible. It is already much more difficult to deceive a person and technology together. Moreover, the technique, I think, is easier to deceive than a person.

Of course, when preparing to violate the border, the violator examines various possibilities, for example, he may attempt to bribe the border guard. Such attempts and approaches are carefully monitored, and they are necessarily investigated. We are constantly working with the local population of the border zone. Constantly is daily. The work somewhere is explanatory, somewhere local residents can suggest or inform us something. This is a common but important part of our work. There is no way to replace it with any automation.

Do border guards have leisure time?

With leisure, everything has become easier compared to the old days. 3/4 of the subordinates are family people, so collective family-oriented activities prevail. We get together in the club, we hold tea parties, festive evenings. For children, matinees, in winter, of course, Christmas trees with Santa Claus and Snegurochka - in general, ordinary family events. On holidays, we set a festive table for ourselves, together we bribe something we want and sit down at the table together. The table, by the way, is alcohol-free. At the outpost "dry law". And we fight against smoking using effective rather than declarative methods. Here, difficult mountain conditions, long walks with a load and a general "unfashionable" attitude towards smoking come to our aid. Many naturally quit smoking.

We have our own bus, so we can take people to an excursion or a concert without any problems. Sports and sporting events, of course, are not disregarded. We support the spirit of competition in the team, this is a normal male desire to be the first. It is best to run, best to shoot - this is very useful for us.

It happens that an excursion comes to us. We unofficially parade over the local school, where the children of our employees study. We conduct special classes there, “lessons of courage”. Our schoolchildren get acquainted with training weapons, teach them how to handle horses and dogs. We hope in the near future to grow up to the possibility of creating a full-fledged UDP cell (young friends of border guards). It is a simple and useful institution for true patriotic education of youth. Children themselves are drawn to this, and we support. What do today's kids know about the border? Never mind. Rarely have anyone heard of Karatsupu. And about the army? Well, someone watched the film "DMB" or some kind of TV series. Is there any benefit from such "views"?

You can see for yourself - our children walk around the territory where the families of our employees live. Children tend to be mischievous, but on occasion, anyone can make a remark to them. And they will listen to him. Special supervision, of course, for the "dog lover", he is very interesting for children, sometimes it is necessary and almost by force to drive them away from the dogs. Personally, I would like me to have the same as their childhood - at the outpost.

What about food at the border?

Outfits usually take standard IRP rations with them to the mountains, rarely, however, they take all their contents entirely. Chocolate bars, of course. In the mountains, we most often limit ourselves to two meals: in the morning a light snack, tea, chocolate. The main food remains for dinner. It's enough. We take water with us to a minimum, almost everywhere, there are springs on all our routes, such are the terrain features that somewhat facilitate the service. On the spot, in the department, we provide three hot meals a day for all employees in the canteen. All our products, our cooks, we feed the personnel for free.

How are distinguished border guards rewarded?

Of course, we can encourage those who have distinguished themselves. And we do it regularly. Oral gratitude, diploma, valuable gift, prize, state award. A good valuable gift is, for example, a good knife or a watch with FSB symbols. Among my subordinates there are those awarded for distinction in the service during the Olympics. There are also those awarded for real military merits. For such, for example.

In the morning we went out on a clear trail, examined it and realized that a person deliberately and competently confuses his trail, walks in circles. One of the groups of border guards was sent to block the mountain path, where the pursued could, according to our estimates, appear. On the way, the border guards met another beekeeper. He was very frightened and said that there was a bandit in the border zone, who, under the threat of a weapon, took food and some things from him. The beekeeper pointed out the exact point of the meeting with the bandit and the approximate direction of his movement.

Here everything was more or less clear, we put the dog on the trail and moved from the search phase to the pursuit. The difference between us and the bandit was about 50 minutes, so the whole pursuit took about an hour. For an hour we continuously climbed the mountain, the bandit was gradually exhausted. And we, of course, are tired. The bandit, by the way, did not expect that we would catch up with him at all. But we caught up.

In the process of detention, the criminal was somewhat taken aback, took out a pistol, which at first glance did not produce the impression of a combat one. However, it later turned out that it was a Czech-made pistol, bored out under the PM cartridge. All in all, the criminal had two combat pistols and one traumatic one. In general, the bandit threatened the border guards with a pistol and shouted that he had nothing to lose. The distance to him was 12 meters. It was decided to neutralize the criminal and try to save his life.

In response to armed resistance, the dog leader, who was closest to the criminal, used a service dog and opened fire on the criminal's legs. After a series of shots, the offender, wounded in the legs, finally calmed down and was disarmed. He was immediately given first aid and carried on himself for several hours to a place where a car could drive up. Already in the car, the criminal finally came to his senses and even thanked for sparing his life. Although, of course, they could not do this in full accordance with the law.

The criminal had a loot with him, for example, a platinum wristwatch worth 21 thousand euros. He was well aware that for his tricks, qualified as robbery and robbery, for weapons and everything else less than 10 years, he was unlikely to be offered, so he took everything seriously. SOBR arrived, operatives, handed over the detainee.

In the course of the investigation, it turned out that the wounded bandit was engaged in robbery, carried out various values ​​from rich houses. Since February, officers from the Ministry of Internal Affairs have already been looking for him, and in July the criminal found the situation too hot for himself and decided to go abroad in order to sell the loot or sit out a dangerous time. Moreover, until the moment of detention by the border guards, the criminal had already been hiding in the mountains for a long time, more than once escaped police pursuit. The man was perfectly prepared physically, still young, well-knit, with legs very developed for mountain trekking. Shoe was in American army mountain boots - in general, he knew a lot about walking in the mountains. This is the kind of enemy that the border guard, the dog leader, coped with. Another case with the use of weapons: two border guards are sitting in a "secret", two come out to the "secret" from the "other" side. We make sure that our border guards maintain a good, even psychological state. We help if people have some kind of problems, for example, of a family nature. We share general educational knowledge with people, historical ones in particular. Generally speaking, we support the moral health of the whole team, and the team is good, understanding and persistent.
